This would allow the masses of the middling classes to cseape the tat, and at the same time meet the clamor that if the in- come tax was abolished altogether the “bloated bondholder” would escape the payment of his share of the expenses of government. But it may be said, “We cannot spare so much rev- enue #= such a policy would take off.” What ‘th Why, simply restore the tax on gross receipts. Every sensible man knows that the railroads of the country fix the rates of fare with referetice to the competition with each other, and not with reference to the tax on gross receipts.
