THE NaTURALIZzATION BILL.—Mr. Davis, of New York, in the House to-day made an inef- fectual attempt to suspend the rules and non- concur inthe Senate amendments to the natu- ralization bill, but the House, by a very decisive vote, refused to suspend the rules, and the bill therefore remains on the Speaker's table, with but little prospect of its passage this session. A THOROUGH INVESTIGATION, by order of Secretary Boutwell, into the affairs of the Bu- reau of Engraving and Printing, Treasury De- partment, discloses the gratifying fact that all of the details connected with the printing of the national currency, revenue stamps, &c., are being caréfully and faithfully attended to by the Chief of the Bureau, Mr. McCartee, and his corps of assistants. He will Representative Rogers the views of the minority, in of Gen. Howard .-—__. 5 POTOMAC WATER. The Present Scarcity—Its Cause—The Ereperes Romesy _erevisigus ef the the Semate. ‘The limited supply of Potomac water in this District is not owing to any scarcity in the reservoirs, as they are constructed on a scale to supply Washington when it has ten times as many inhabitants as at present, and are fed by an elliptical conduit with interior diameters of 9 and7 feet. The trouble is in the incapacity of the mains trom the distributing reservoir to furnish to the District cities a sufficient supply m. There are now two of these mains, lindrical in shape, and with rior oF 30 and 12 inches respectively. The bill which Senate Sosa es oe ee i cer cease ‘of the Washington Aq: shall cause weduct to be furnished, and Iaid from the distributing reservoir to Capitol Hill, in the city of Washing ton, along such route as he shall determine, fron main of thirt; inches in diameter, con- nected with the présent mains, at sach points as he shall direct, and the entire cost thereot is te be borne proportionately by the corporations of Washington and town, and in order to provide for such cost, the corporations are em- powered to increase the present water rates and water taxes to such an amount a< may by them be necessary. For the purpose of enabling these tions to carry out the provisions of the act they were authorized by the bill, as tirst_ reported, to bor- row, in such proportions as they might deem necessary, & sum of money not exceedi! £250,000 for the city of Washington, and $50, for the city of Geor, r ble within & period of ten years, out of any revenue to be derived from water rents; but previous to the passage of the bill it was ame: }, on motion of Mr. Hamlin, so as to change the proportion between Georgetown and this city. Itis now 240,000 in Georgetown and £260,000 for this city. The new main, boranpaen an Creek along side the present one, will probably be carried to the Circle, and from thence eastward along the high ground in the northern part of the ‘city, 80 asto ‘ish an abundant supply for the dwell- ers ip that section who suffer most. In order to prevent unnecessary waste of Potomac water, and in order to more fally enforce the lawsof the rationsot Washing ton and Gi town in relation to the distribu tion of the same, the ¢ officer in charge of the Washington aqueduct is authorized and empowered by the bill, after giving notice, to shut of the water when such notice shall be dis- regarded from any places where a waste of water is occurring. The use of Potomac water for mechanical and manufacturing purposes, or for private fountatus, street and pavement washers, is to be allowed only when in the opinion of the engineer it will not be detrimen- tal to the general distribution of water in the two cities, The supply of water to all manufac- =e, establishments, hotels, livery stables, and other places requiring a large quantity, is to be determined by meters and ‘pot of vomeagee. and Geor, n are to charge and collect for the quantity so de- termined at a ice not exceeding three cent» per hundred me. 2 The Chinese and the Labor Question. To the Editor of the Star:-—The Chinese, if un- resisted, will people this continent on their own terms, and not on ours. Their children aud their children’s children will be Chinese, and Americans. Theit industry, their skill, abstinence, and their exclusivence- will enable them to drive the natiye American and the European American out of competition in the ind 1 parsuits. Yet these, the work- ing peopleof our country, who speak our lan- guage. who contorm to the religionot the Bible and who understand and p ice the principles of republican equality and fraternity, are the Say people to whom this land has been given. The Chinese will not care to vote until they can Tule; and they will then prefer to rule without voting. The people of all other nations hold our republican institutions in admiration, and this admiration brings tens of thousands of them annually to our shores, and causes them to gratetully make their homes among us, and to teach their children that they are Ameri- cans. The Chinese are all of one nation, and they are determined to preserve their nationality and their Pagan worship; and No Sxpetionss will Sona them Gaeta tee ok Noe: wil we are not outside barbarians. An absolute government may tolerate, because it can control, a limited proportion of them: a republic cannot control, it must be controlled by them; for, having numerical power, they cannot be either ful or just. China can spare without missing men enough to vote down or to fight down our whole republic.
