FORTY-FIRST CONGRESS. Deneclasion Yesterday's Proceedings. | SENATE —After our t report closed, the tax and tariff bill was farther considered. ¢ bill having been considered in Committee of the Whole, was reported to the Senate, the question being on concurrence in the amend- auents. A number of amendments were reserved for a Feparate vote. he first amendment reserved for a separate vote was to strike out the section relating to ‘the income tax. Before the question was taken, Mr. Wilson moved to amend the section by providing that the income tax shail be at the rate of 24 per eent., and providing that at shall expire by limi- tation m the year After much discussion the ate of Mr. ‘Wilson was rejected—yeas 23, nays 25. r. Drake moved to make the Fate 5 per cent., and expressed his regret that the House had re_ Guced it; rejected—yeas 13, nays 35. Mr. Drake then moved to reduce the amount exempted from $2,000 to $1,000, which was re- Jeet es Ll, nays 33. ‘The question was then taken on concurring in the amcudment striking out the sections relating t> the incom ayes 26, nays 2 action striking out the income tax. Mr. Trumbull said the most unjust featare of ‘the income tax was the tax on salaries, and he asked for a separate bill in concurri in the mendments retaining the tax on salaries and dividends for the present year. Where was the justice of continummg the tax on official salaries and abolishing it on private individuals. For instance A. T. Stewart was to pay no income tax for the year icv", and yet Si ee ered Officers of the government were to pay it. Mr. Stewart moved to amend by providing that the tax on salaries and dividends shall not continue beyond August 1, 1570. Adopted. ‘The question being then on concurring in the amen<'ment as amended, it was concurred in. Mr. Sherman stated that he mast repeat that the Senate having abolished the income tax, it dare not refuse to restore some ef the other taxes. He now moved to restore the tax on gross receipts, which had been strack out. Mr. Edimunds said they must either hold on to gross receipts or to the income tax. Mr. Sumner thought they must hold on to neither. He hoped the Senate would be cour- Bgeous and not hesitate to strike down taxes that were obnoxious. He was getting a little impatient at this constant menace of a deiicit by the Senator from Ohio, (Mr. Sherman.) He ‘Was not afraid of a deficit; ne had contidence In the resources of this country to meet all its lia- bilities, and he had information that we could ‘very well do without the tax on incomes, and on Bross receipts, too. The motion of Mr. Sherman was lost by a tie vote of 25 to 25. Considerable discussion ensued on motion of ‘Mr. Edmunds to reconsider the vote striking out ax sections, which finally prevailed— yeas 25. nays 25. ~ Mr. Wilson then renewed his amendment con- tinuing the income tax for two years at the rate of 24 per cent., which was agreed to—ayes 27, mays 21. Mr. Sumner styled the income tax a bloody tax. It was put on during the exigencies of the ‘war. and it should go with the war. ‘The question was then taken on striking out the income tax sections, when it was not agreed to—yeas 22, nays 26. And so the income tax sections romain, modi- fied by the amendment of Mr. Wilso: At ine instance of Mr. Hamlin the ‘classifica- tion of the rates on sugar, us tirst offered by the Finance Committee, were substituted in lieu of ihe House classification.
