Through the various important measures of improvement now sure to be carried out within ~ the coming year or two, the Washington of the futare is certain to be a very different looking city from the Washington of the past. And among these improvements, perhaps, no one is destined to effect such a marked change for the better as that of parking our wide streets and avenues by which these vast uncared-for wastes Of alternate quagmire and sun-baked earth an! dust will be converted into attractive lawns or- namented with shade trees, and yet affording ample space for carriageways and footwalks. The parking of K street, between 12th and 16th streets, is now im progress after plans far- wished by William Saunders, U.S. Superinten- dent Public Grounds and Gardens, and who as @ landscape gardener has a record and Teputa- tion well qualifying him for this task. The work now in progress includes the moving of the present gutter and curb to tiie edge of the barrowed carriage-way, (which is to be forty feet wide: +) and the preparing of the ground for imme- diate sodding, and for the planting of trees and sbrubbery, which will be done at the proper | time in the spring. This street (K) is 108 feet § inches in width, and deducting a carriage-way of 40 | feet leaves a space for something over 34 | feet of parking on either side. On some ac- counts it would have been desirable that the parking should have been done in the center of stipulated im an act | tax should cease in or the streets to be thus improved, and the car- Fiage-ways put next the foot-waiks; but under | the act of Congress fixiag a certain width for the carriage-way, there would not be room for two carriage-ways and a park in the center. The present plan is, however, preterred by many, and ts said to be that under which the city of Cleveland has gained its reputation of having | the most delightful streets in the country. }3 The work on K street has now reached a | poiut—under the tasteful and active supervision of Mr. Heury Willard, who pro bono publico has | consented to act as ‘Commissioner”—where some idea of its effect can be gained. The pre- | sent sidewalks are retained, the gutters ani | carbing, as already stated, have been moved to | the carriage-way, and foot-walks are being laid | from each house across the line of parking to the carriage-way; thus dividing the park into | attractive plats in front of each house. it is | proposed to plant a line of arbor vite next the | cwrriage-way, with shade tregs in the rear, and the park will be further ornamented with tlow- | ering shrubs, but not to an extent to mar the desirable feature of smooth green lawns, so | agreeabie to the eye. It will probably be requi- ste, in this city of the largest liberty for hogs, | cows, goats, and geese, to fence In the park, but | 8 light, graceful wire fence will not greatly mar | the beauty of the grounds. that, either by the interference of Congress or | otherwise our potice can be indaced t» execate the laws forbidding animals to run at large, so that it will not be absolutely necessary to fence in the parks on the improved streets. It will probably be agreeable information to | Property-holders to know that the parking of our wide streets is, aside from the beaaty and comfort afforded, a measure of economy; and that it costs considerably lex to park them than it would to pave the same spac Now that the experiment hasbeen fairly sot, the ‘thow to do it” indicated, and its success demonstrated, we suppose that the good work will be extended to other wide streets of prom\- nence. What a magnificent parked avenue, for instance, could be made of Sixteenth street, with its imperial width of one hundred an 1 sixty feet: The late Randolph Coyle made plans and designs for the improvement of this street that | were much admired. It is to be hopad that this | street, opening out directly from the White | House. and the widest in the city.may be speed- | ily improved, either upon Mr. Coyle’s plans or others as good. Massachusetts avenue, Connecticst avenue, | and other wide streets present them-eives, also, ss particularly susceptible of improvement and | embellishment of this kind. a The growing power of corporations and the corresponding tendency to disregard the rights of the people in this country were most signally | illustrated in the action of the Senate last evev- | ing, wen it decided to remove the tax on gross | receipts of rich and grasping monopolies, and at the same time voted to re-impose the odious tax on incomes. Tuis is a fearful mistake, as we think the honorable gentlemen will find out when the election returns come in next fall. If the Senators who did these things were to go be- | fore the people for an endorsement of their | course few of them would get back to tell the | ang ‘Story, and a few more such biunders will leave the Republican party without a respectable minority in either House. it is to be hoped | — | 3 4. ats p.m.,at the | Sabegate. th Le pile SEC'Y BOARD bd SEALTH. | .
