Reading Matter on Every Page. ‘The desperate expedients resorted to by the Bowen gang within the last forty-eight hours to buoy themselves up show the party to be at its last gasp. Yesterday morning the Chronicle, in a Baullock-priced (double-leaded, first- column, forty-cents-a-line) editorial, declared that Major A. C. Richards had gone over to Bowen. This dodge is worthy of the Ring. Later in the day yesterday the Bowenites cir- culated s canard from one end of the city to the other that Boswell had come out for Bowen, that he had written a letter to that effect, and that he would follew it up by taking an active Part in the Bowen campaign. A FULL REGISTRATION WILL INSURE EMERY’S ELECTION BY 6,000 MAJORITY! s20e- Colored Citizens. ‘Now that a political purpose is tobe served, and selfish schemes are to be promoted, the ecrporation plunderers are loud in their pro- fessions of regard for the colored people, while their policy is calculated to degrade, enslave, and injure them. Instead of seeking to elevate the newly-en- franchised race, by encouraging habits of industry, self-reliance, true manhood, thrift and independence, these tricksters only strive to get their votes, to drive them like sheep to the shambles, and to treat them as unthinking *=nimals, unfit for any responsibility. More than this, they have sought to antago- nize them to the white population, to create Prejudices of race, and to excite bad passions tor the worst purposes. The intelligent colored people who have grown up among us, who have ® common stake in the prosperity of the city, and who are identified with its destiny, know well that their interests are identical with ours, and that whatever injures one must operate to the disadvantage of the other. Adventurers and knaves, who have squatted own here only for plunder and to protit by the | divisions which it is their business to create, care nothing for either race, or for the welfare | of the community. They tive upon discord and commotion, and hence they labor to keep apart | those who are naturally bound together by the ties of fellewship, interest and sympathy. During the past winter thousands of colored people were ke pt here in a suffering condition by the shameful statements of corporation | planderers, who prevented them from emigrat- ing to Staves Where imour was wwace, a | § false promises of employment. The charty of ‘Congress and the city had to be invoked, tosap- | port multitudes who were willing to work, but bad been deceived by treacherous “friends,” who only wanted to detain them for the ap- Proaching election. And what js now seen in every ward of the city, after this winter of hardship and cruelty? ‘Hundreds and perhaps thousands of negroes have been imported here from Maryland and “Virginia, and put at work on the streets under B promise of large pay, thus taking the bread out of the mouths of our own colored people, who have already suffered by the deceptions of Bowen and his followers. And this is not all. These negroes have been brought here as fraudulent voters, not only to neutralize the opinions of respectable colored Citizens, but to vote down the man of sub- stance, and to vote against the interests of those, with whom the resident colored popula- tion is associated, and upon whom it depends or employment and support. Apy man, whoever he may be, that appeals to the colored people as a class, to take part in this ‘or in any other election, is an enemy of that race. They are citizens by the Constitution, and are entitled to equal rights as such. They form but one-tenth part of the whole population of the Union, and their happiness and peace, depend upon the manner in which they shall discharge the duties of citizenship, and friendly relations with those among whom their lot has been cast. Our faith is firm that they will fulfil the best expectations of their true friends. No race could have acted better during the war, ince peace bas been proclaimed. But we would wish to see them as independent citizens, thinking and acting for themselves, following their own convictions and exercising the ballot for the public good. There is no slavery so base, as that which prostitutes the high Privilege of suf- frage to the venal use of demagogues, such as mow seek to again betray and defraud the ———__-<se- DONT FAIL TO REGISTER! Cook, for the amount of $1,000 for extfa services as Corporation Attorney? We do not remember 2o have seen any act of the Councils authorizing the payment of this sum, or any other sum ex- cept his regular salary. If we understand the Jaw, the Mayor has no right to pay a dollar of money, beyond their regular salaries, to any ©icers of the Corporat on without an act of the Councils. It is true there is a contingent fund Bf $8,900, or thereabouts, . set apart for stationery, Fepairs, &e., to the Mayor's office. Perhaps Mr. Cook was paid out of this fund. While on this subject, we will call attention to the fact that upwards of 800 warrants have been drawn by the Mayor on the First National Bank since the Ist of March, amounting to Bearly $400,000; that, not; the labor- ers have not been paid since the ist of January, ‘1B period of Sve months, the Mayor, Corporation Attorney, Ward Commissioners and other offi- cials have drawn their salaries.
