A reform movement in our municipal affairs wes inaugurated by the nomination of Mr. E y for Mayor. So far,so good. His success | i as certain, as any thing human can be. But reform mast not stop with the gyre for that alone would afford no remedy, such is needed to extricate the Corporation from debt; to correct abuses; to check corruption, and to put the goves@ment of the city upon @ respec- table and solid basis. Prices itbowt mat Projects. They are just as responsible as the Mayor tor the existing disgraceful situation, and in one sense more 80, since the power to improve it was im their hands. They have augmented the public burthens, squandered our money, and invented a wholesale system of spoitation without parallel here. The people who have been robbed and out- raged, demand that the Councils shall be thoroughly purged, and that every one of the Plunderers shall be expelled from office, for Want of confidence. More than this, they will insist that men of like character, shall not be | nominated or supported under any pretext what- ever, political or otherwise. If we are to have reform at all, let it be se- rious, energetic and complete. Quackery will not cure the disease. The time has come when men of business and responsibilty, must expect to take their part in the management of mu- nicipal affairs. They complain, and justly too, of grievances inflicted upon the community, by venal “rings” and trading carpet-baggers. An opportunity is now offered to relieve the city from the ineabus which has weighed down its prosperity, and to restore its good name and credit. To achieve this result, men of sub- stance, of standing, and of reliability should } sit in the Councils. Their stake in the moral and material development of the capital is large, ‘and they ought to make any sacrifice of conve- nience, if sacrifice it be, to promote that Object. Even in New York public opinion | compelled the dominant party to bring out many of the very best names for the city gov- ernment. The necessity is even more urgent bere. Let us therefore identify our foremost €itizens with this proposed reform. It is good policy, as well as wisdom, to make such selections, and if this be not done by the nominating meetings it will surely be done at the ballot box. No jobbing politicians are wanted. They are dear at any price. Give us Sensible, honest, and practical citizens for the Councils, and let tax-payers be sure fo chose the best among them. —-<e--____ The City Hall Ring gave asa reason for is- suing their daily hand-bill, with its slop-cart biackguardism, that the Chromicle was too nice to publish all they wrote. Now, however, the Chronicle is fally up to the ring mark. No hand- bill publication can well exceed in unblushing falsehood such statements as those found in the Chronicle to-day, charging editorially and per *correspondence” (so called) that Mr. Emery is the representative of Know-Nothingism in this contest. To maintain this allegation the Chronict pre- tends to quote from THE Star of the 5th inst., and says “The position of Mr. Emery in the present contest Was correctly stated on the 5th instant, when one of that gentleman's supporters, sur- rounded by a crowd, entertained his auditors by ng of being one of the organizers of the Know- party in the District,” and that he ‘knew the American citizens would rise up ia their might against the appointment of foreigners to office.” Now to show the despicable nature of the Chronicle"s warfare upon Mr. Emery in this con- nection, we have to say that the remark quoted above appear among the “Incidents” in the re- port of the Union League Nominating Conven- tion, and was made by an individual in the crowd, who was in no way identified with Mr. Emery, and for whose utterances he is no more responsible than for those of William A Cook or John W. Forney. Butall this only serves to il- iustrate the straits to which the Bowen-Forney gang are put to find any legitimate weapon to Use against a citizen of the standing of Matthew G. Emery. One year ago the Chronicle was laud- ing Mr. Emery to the skies as a Kadical Repub- lican, and just the man for the citizens of the Fourth Ward—and especially the citizens of | foreign birth—to send to the City Councils. Not @ word then of his Democracy or his Know- Nothingism. His record was all right one year ago. Now because he happens to be the Kepub- lican candidate tor Mayor in opposition to the corrupt City Hall Ring he is all wrong—is a copperhead-Democrat—is a hideous Know- Nothing—is everything that is bad! "The Chronicle must have a low opinion of the intelligence of the foreign born citizens to sup- pose that they will not detect the stupid incon- sistency of this line of attack on Mr. Emery. ——++ee- The five thousand Bowen electioneering doc- uments sent to the Treasury aday or two age, to influence the vote of the employes of that Department, were this morning sent to the waste-paper room. So it goes. There is hardly any thing so vile that it cannot in some way be turned te good use.
