A “ Ridiculous Investigation.” Not only has the Mayor violated the law re- quiring the announcement of the bids for the ward paving contracts, but the citizens intor- ested are unable to get the slightest informa- tion at the City Hall in regard to the probable amount of assessment upon them under the Paving contracts awarded t> the Bowen sirik- ers. This isa pretty conditionof affairs! Open robbery and rascality carried on by the ring from one end of the city to the other, and now & scheme of fraud and jobbery eo flagrant as | not to bear the visitation of daylight! One of this precious gang lately admitted that they did not mean to divulge the bids upon which the awards were made until after the elec- tion; and be added, somewhat incautiously, that the Bowen Councils would not fall int> the trap of authorizing any more in commit- tees. Investigating committees, however manip- ulated, are awkward affairs for indling rings. A good many inconvenient facts will inevitably crop out in the evidence, as was the case in that Deuovan contract investigation. Bat, as we have said, investigating committecs ate awkward af- | fairs at best; and the Ring do wisely in instruct- ing the Councils that there must be no more of them. — Horace Greeley and Washington. Mr. Horace Greeley is again on the rampage concerning the removal of the capital. Like the abvlishing of the franking privilege this is a hobby with him of which he never tires. In the Tribune of Friday last he complained at length and im @ most unreasonable manner of the re- cent Senate vote to build a State Department and complete the Capitol grounds. His objec- tions were. In brief, as follows: L ‘The nation ©2:not atiord the appropriation. LL. The agitation of the removal‘of the capt- tal is serious and formidable in the great West. II1. Accessions of territory demand a recon- sideration of the location of the capital. IV. The location of the eapital should be one Proffering cheap and swift transportation to ony part of the country, &c. - A government should accept the national Bas ce wre undertake to create one. VI. New York is the national and proper Capital of the Union. Vil. New York does not aspire to be the cap- ital. VIII. A grand committee of Congress should ‘de constituted by Joint action of the two Houses, to which the subject should be and until the subject shall have been duly con- sidered and settled, we (Horace Greely) protest against any further expenditare of public money in the purchase of additional grounds, or the erection of new government structures in Wi In ail this, as in much that he talks of, Mr. Greeley argues upon false and wholly unwar- rantable premises. Of his eight conclusions Searcely One is correct. The nation cab well afford the appropriations in question, and would have approved them some years since. The need of a new State Department bullding is so imperative that one cannot see how any one in his right mind can question it; and the cendi- tion of the Capitol grounds has to thistime been emply disgraceful. The agitation of the removal of the capital in the Great West is neither serious nor formid- able, but, on the contrary, the>work of a few in- terested men.
