THE INCREASED Pay To NAVAL Ovricuns. ‘The House Committee on Appropriations this morning heard a delegation of naval officers in reference to the continuance of the thirty-three per cent. which officers of that branch of the service have been receiving on their salaries. The committee will, it is said, report against a continuance of the percentage. THE GEORGIA BILL.—The Reconstruction Committeee this morning agreed to report a bill for the admission of Georgia, the provisions of which are precisely similar to those of the Virginia, Mississippi, and Texas bills. They also agreed upon an additional section, author- izing the States named to organize and equip their militia. j ——_ ENOOURAGING PROSPECTS FoR WASHINGTON. One of our most enterprising citizens, largely engaged in building operations, is the recipient of a letter from New York city, proposing to exchange New York city or Brooklyn lots for Washington property. This offer certainly shows an encouraging view of our prospects by persons residing in other portions of the coun- try, despite the efforts of the capital-movers. New Market Hovse.—The bill authorizing the Washington Market Company to erect a magnificent market-house structure, in place of the present dilapidated sheds, passed the House yesterday, and now needs only the signature of the President to become a law. We donbt not the President wil! promptly sign it, and then this important improvement will be entered upon and carried actively forward, employing a number of ALiCs retiong Th the ado mn of ne aa sance on Pennsylvania avenue, and the erection of a structure that for size, beauty, and com- peteness will challenge the admiration ofevery vititor. It is no small compliment to a Wash- ington architect, Mr. Class, that when Mr. Bowen’s Philadelphia market-house plan was compared in the House hall yesterday with the beautiful plan prepared by Mr. Cluss, the latter elicited general }, and the result was that the House passed the bill, based upon the Cluss plan, by a large majority.
