It seems that this hall was of such height that when it was deemed necessary to have additional offices in the State Capitol a floor was thrown across, thus making two stories of one. In making this alteration the architect, instead of femamsd the floor-beams in the wall, ‘rested them upon an off- sett in the wall, which projects not more than four inches, and on this frail support the large ‘Boor timbers were rested, the constant tendency of which was to press out the walls and lessen the support. The Richmond News says that for many years the floor has been concave to an ex- tent that was alarming, but familiarity had, as usual, lulled fears as to its safety. We trust that this fearful warning of the con- sequences resulting from cheap and heedless work may not be lost on such of our law-makers &s are inclined to cut down the estimates of competent architects made for the construction of public buildings on plans demanding securi- ty, strength, and permanence. It is rather poor economy that, by changing the plans of an architect in order to save a few dollars, risks the wholesale loss of life. We hardly need say that the deepest sympa- thies of this community are bestowed on the fferers of yesterday and their families; and this feeling, we doubt not, will take some public form of expression. ‘The Governor of New York having signed the Eight-Hour Law, has issued a proclamation for its enforcement and observance. He enjoins upon all, especially upon all officers and agents of the State and Municipal Corporations, the necessity of full and entire compliance with the provisions of the act, in order that the rights of all persons affected by it may be protected, and that a tair opportunity may be afforded ot test- ing its practieal working. —+202- 1S11—1870.— Im another part of this paper Will be found an account of the burning of the Richmond Theatre in 1511. ‘This sad record has an additional interest when read in connection with the details of the awful calamity which yesterday shrouded the State of Virginia in mourning and carried a feeling of sadness every- where. ae ‘We may state that there is positively po trath in the report that Minister Thornton has asked permission of our government to transport troops across U. S. territory to suppress the Winnipeg rebellion. Mr. Thornton is much too Well informed in regard to public opinion in this country to hazard a request of this kind that he must know would be refused. —— The two cent and ten cent postage stamps of the new issue resemble each other very much, andthe New York Commercial says that one of the clerks of the post office in that city, sold a sheet of ten cents stamps for a sheet of two cent stamps, which was applied for. The purchaser gave $2 to the clerk and received $10 worth of stamps. Such staunch Republican papers as the New- ark Advertiser, Chicago Tribune, and Philadel- phis Telegraph come to us with long leading edi- torials opposing the continuation of the income tax. ae The Overland Monthly for May, received from J. Shillington, is one of the best numbers of that excellent periodical, containing among its good things two characteristic sketches by Brett Harte. ——E A telegram from Richmond says the Court was about to deliver an opinion in favor of Mayor Ellyson, one of the Judges dissenting, as the floor fell.
