HOUSE.—After our report closed— Mr. Schenck, from the Committee of Ways and Means, reported the joint resolution of the House, declaratory of the and intent of the act relating to the income tax, with an amendment by the Senate, and recommended that se House non-concur in the Senate amend- ment. Mr. Wood, of New York, said he was willing to accept almost any means to do away with the income tax asa gross imposition. Several gentleman submitted suggestions look- ing to a reduction of the income tax, but Mr. Schenck declined to vield for the purpose of baving action upon them. He charged that blic opinion against the tax was attempted to Re eros while Se 4 may oma = ored it as a fair, proper tax laid upon were most able to pay for i. Mr. Schenck read from a table prepared at the Internal Revenue Bureau showing that there were but 272,s3 perrons who paid income taxes the past year. Mr. Sargent (Cal.) thought the newspapers a retlex of public opinion, and thought the public were hostile to the tax. Messrs. Voorhees and Coburn (Ind.,) sustained the law as just and proper. Mr. Judd (ML) thonght the law oppressive upon men of small salaries. ‘Mr. MeNeely (Ili) asked his colleague in what other way a tax upon the bonds could be collected. Mr. Cox (N. Y.) characterized the law as the meanest law ever male by any nation. Mr. Farnsworth (11!.) sustained the law as Imposing a tax upon persons. able to pay who would otherwise escape the taxation imposed upon others. Mr. Schenck said the income tax brought to the government €35,900,000, and it it was wiped out there was no opportunity left to reduce the tax on the little necessuries, as it was desired to. He favored putting the balk of the taxes upon the luxuries, the artificial appetites, and the cap- ital of the country.
