PRESIDENT GRANT'S RECEPTION to- morrow afternoon will be beld from 3 to 5 © clock, instead of from 2 to 4 p. m., as hereto- fore. oe ‘The Baltimore American, a paper that seems to have the knack of getting early information about railroad matters in that quarter, says that the Baltimore and Ohio Railroad Company propose to construct atunnel under the basin he Patapsco river, at Baltimore, at a point between Locust Point and Canten, the proposed terminus of the Union Railroad of Baltimore, which latter road, by its connection with the pro- posed Junction Depot, on Charles street, gives the Baltimore and Potomac, the Western Mary- iand, the Western Maryland Extension, the Northern Central, the Cumberland Valley, and branch lines connecting with these roads an out- let at tidewater on the grounds of the Canton Company. The Baltimore and Ohio road has extensive piers at Locust Point, and owns con- siderable property in that neighborhood, and the object of the proposed tunnel is to effect a close connection with the Philadelphia, Wil- ington and Baltimore road, so that passengers may travel from New York to Washington, or from Washington to New York, without change of cars, and without being sub- Jected to the delay now occasioned by the use of horses in conveying cars from the Philadelphia to the Washington Depot. ‘Ebis connection, the friends of the road say, will obviate the construction of the proposed «Air Line Road” from Washington to New York. Competent engineers have examined the topography of the proposed tunnel under the Basin, and have pronounced it entirely feasible, and Qrrangements are being made for its construction. The plan of tunneling the ‘Thames, just completed, will probably be adopted. Iron casings are pushed forward by hydraulle pressure as the excavation an iron tunnel being thus formed. The new tunnel under the Thames was constructed in one year, whilst the old tunnel required nearly twenty years for its completion. The Baltimore nd Potomac Road has not yet commenced its tunnel; the probability therefore is that they Will both be completed about the same time. ——— ‘The Emperor Napoleon's decree, ordering an election on the reforms proposed in the gov- ernment, was promulgated in Paris on Satur- day. The Commissioner will accept no compromise in the case where this same com- pany holds, as trustee, $5,000,000 worth of bonds wed by the company and endorsed by the city of Baltimore. He has ordered suit to be brought against the company for the recovery of the tax on these bonds for the years 1564 to 1s60.
