oe EVENING STAR. _ Conclusion of Yesterday's Proceedings. M pmplimented Mr. Revels on his te had made for J ferson fa i and gained much in patriot went on to argue against the Bingham proviso, and in reply to the arguments of Messrs. Trum- bull and Edmands, upon whom he charged in- consistency, declared that in the report which had been submitted by the Judiciary Commit- tee, denying Mr. Hill his seat, those Senators had taken an entirely different position from that now assumed by them. Mr. M. argued that the Bingham proviso was in vielation of law and justice, and that every unrepentant rebel m the South ‘was now rejoic- ing over it ir. Williams moved at (3:30 p. m.) to go into ‘executive session. Mr. Trumbull said if there was only to be two eches a day on the Georgia bill, the Senate Nd never get through with the bill. emotion of Mr. Williams was agreed to, CONGRESSIONAL. | SENATE. After oar report closed— | gia bul, and said that in the i al and the » went into executive session, and Alter some time spent therein adjourned. PAYMENT OF SCHOOL TEACHERS IN WASHING- TON. On motion of Mr. Cook ,(Til.) the Committee on he District of Cotumbia was directed to inquire report what legislation is necessary to secure the regular monthly payment of the salaries ef teachers of the public schools of the city of Washington. THE YERG! ‘ASE. Mr. Pierce (Miss.) again asked leave to offer a resolution calling for all the papers in the Yer- ger case, and the reason for the transfer of Yer- ger from the military to the civil authorities. Objected to. MR. MULLET AGATN. Mr. Schenck again asked leave to offer a reso- lution calling for an investigation of Mr. A. On motion of Mr. Schenck, the House then in resolved itself into the Coramittee of the Whole, and resumed consideration of the taritf bin. Mr. Blair (Mich.) addressed the House in favor of the bill. Mr. Winans (Ohio) next obtained the floor, essed the House generally upon and the tariff, and atthe close of his at 4:45 p. m., adjourned. Periis of Coal Oil Lamps. Almost every paper we open contains accounts of the loss of life by the explosion of coal oil Jamps, and it may be fairly presumed that there are hundreds of explosions of these lamps that are not noted in the papers, from the fact that no personal Injury is occasioned thereby. The impression is generally given by the accounts of these accidents that the fault is altogether in the character of the oil, and that bad oil will explode and good oil ‘will not. There is no ortion of crude. petroleum fit. fo illuminating arposes of lighter specitie gravity than sixty, yet it is the custom of oil manufacturers to use ‘ll the gasoline possible into the oil by apply ing chemicals to increase the first test, regard- less of the consequences that have ensued. ‘That a stringent law is needed is no doubt, but th or nearly all coal oil is explosive under certain couditions, is equally well known to those who have ‘had experience in its use. At requires care on the part of those use it, and an investigation of the various explosions that are constantly oceurring will convince the most skeptical that negligence and carelessness are the cause ot more explosions than the bad quality of the oil. In the first place, lamps ought to be filled every day, and the wicks cleaned. A full lamp, with even bad oil, is comparatively safefrom explosion. The cause of explosions is the collection in the lamp of ‘or vapor, which, generated by heat from oll or gasoline, takes fire and explodes the lamp. This never ©@eccurs when the lamp is full and the wick is clean, as there is then no chamber in which the g@scan accumulate; but no matter what the quality of the ofl, it will always accumulate when the lamp is partly filled. Itis the heat that draws of the v: from the oil, and if the wick is choked it has no means of es- cape from the chamber of the lamp. If a Jamp burns clean and bright there is no danger of explosion, but if it gives a bad light or smokes it should be immediately extinguished. A recent explosion was reported to have occur- red by extinguishing the lamp by blowing down the chimney. This is a common practice, and is accompanied by no danger with a full lamp, bat it is always dangerous with a lamp partly filled or in bad working condition. The flame is blown down into the chamber. of the lamp, which may be charged with gas, and an explo- sion is always bazarded with a badly trimmed lamp. There is no doubt that an abundance of bad'oil is manufactured, but what we meant» those who use the oil is that even god il may explode by neg! in its use. er coal oil, benzine or ne will explod form, but only when sabjected to a fingnes remarks, the House clear and bright, rt has no means of escape, and an explosion is always risked whenever a {amp is burned in such a condition—Balto. American. ee — Tae Mysterrovs Mcaper Onto.—The telegraph has already mentioned that a terrible murder was committed on the night of the 11th inst., at Mansfield, Ohio. Western papers gives the following details of the tragedy: “At an early hour om Saturday morning the victim, Mrs. Mary J.
