The next reception of the Speaker of the House will be on Friday evening, March th, from 9 to 11 o'clock. +see- The Georgia Imbroglic. The difficulties in Georgia are so complicated by rival railroad interests that it is difficult to Uistinguish through the fog raised by the con- testants just how far politics have anything to do with them. We have published the state- ments of Messrs. Conant and Avery, of the Brunswick and Albany railroad, to the effect that following upon the adoption of the Bing- bam amendment by the Hoase they have found their position as Northern men, and their rail- road interests also, in a critical condition from the political hostility invoked against them. On the other hand, various statements contra- dicting Messrs. Avery and Conant in the most Positive manner have been made, and last night Col. J. E. Bryant, editor of the Georgia Repub- Tioan, and who is now in Washington, received the following dispatch : pATEANTA, Ga., March 15, 1870.—T» Col. J. B. SPatpina. ‘The writer of the above dispatch, Col. Spald- ing, served in the Union army, went South after the war and is now a property-holder in Bruns- wick, Georgia. The following is given as an impartial state- ment of the condition of things in Georgia by gentlemen from that State now in Washington, | and who claim to be disinterested spectato: The Brunswick and Georgia railroad have a State subsidy of $1,600 per mile, payable in gold, forfeited if the first fifty miles from Brunswick | towards Albany and Fufala is not completed by the 18th of March—to-morrow. At the time ‘the difficulties commenced all but four miles of the frst fifty had been completed; and on those four miles only the laying of the rails was ne- cessary to meet the charter requirements. The completion of these four miles of roadwas a matter of vast importance to the company, in- volving, as it did, millions of dollars on the whole line. It was also greatly to the interest of the Central Georgia railroad, going out trom Savannah, to cripple their formidable rival by preventing them from completing the tifty miles in time to gain this heavy subsidy and go on with the work; and it is asserted that the riot by the employes of the Brunswick road was instiga- ted by the Central road for this express Purpose. ‘The employes, it is stated, are mainly negroes, and those who are white are not Georgians; con. sequently they have no political animas against Messrs. Avery and Conant as Republicans. Her Republican success— | ber prompt and almcst unanimous passage of the 15th, 14th, and 15th amendments to the Con- stitution of the United States, and general tion in harmony with the true spirit of recon- struction, has resulted in attracting the atten- tion of the whole country to her. evithin her area, comprising about 270,000 square miles, we find there remains about (90,000,000) ninety mil- lions of acres of land uniocated, and of which the State offers free to the head of every family who will settle upof the same, one hundred and sixty acres, and to every person single who will settle upon the same eighty acres. Throughout the located and settied parts of the State land can be bought now at about fifty cénts to one dollar per acre for unimproved land, capable, under proper improvement, of Prodacing a bale of cotton to the acre. A review of the new constitution just adopted shows some excellent features. After guaran- teeing the fullest liberty, regardless of color or condition, it provides for an elaborate and com. Palsory free school system, supported by tax and the public domain, constituting, perhaps, the most munificent endowment in this entire country. It provides a bureau of immigration, evidently intended to control and foster immi- gration into that State on a large sesle, if we are to judge from th wording of the act. Next we find that a homesteud is guaranteed to every family, free from attachment and sale for any class of debt except vendors’ and mechanics’ liens. The homestead shall not exceed two hundred acres—it in the country—or, if in a town or city, lot er lots which did not exceed in value, at the time they were designated as a homestead, five thousand dollars—this regard- less of any and all improvements, which may be 1 placed on the same to an indefinite amount, and Still be protected from any seizure; nor can the same be in any way alienated by the husband without the consent of the wife; and in case of the death of the husband, the widow has only a life interest in the same, which then belongs to the children, if any; if not, then to the widow. The feature of the Constitution, however, which challenges particular attention is that doing away with all usury laws and making any interest legal according to contract. It is worthy of pets that, without exception, the correspondents here who represent the lead- ing journals of the country, and whose training necessarily makes them impartial and vigilant observers, have given their testimony to the ne_ cessity for some such plan of government for the District as the territorial mode now proposed, if it is ever to be lifted out of the present discour- aging quagmire. Avery and Conant fear that if the Bingham amendment prevails, the new Legis. lature elected under it may repeal their subsidy. ‘The Central Railroad wielding an influence in the State very much like that wielded by the Central Railroad of New York in that State would be able to elect members of the Logisla- ture in its interest all along its extensive line throughout the State, and might very likely get ® controling power in the Legislature. But if the Bullock term of office and the term of the present Legislature can be extended two years the Brunswick road will be out of danger. If this view of the case be the true one, the diffi- culties there would seem to be rather a clash of business interests between rival railroads than avy warfare by the people of Georgia upon Northern Republicans settled there. ——————<ee-____ We are ashamed to have to own it for the credit of the city, but it is the fact, nevertheless, that at the last meeting of our School Trustees, an amendment to the rules providing that as Tecesses are for sanitary purposes, pupils shall not be kept in during that time for punishment, was lost, failing to get the requisite two-thirds vote. Our Trustees have usually shown themselves up to the times in school matters, but in this in- Stance they—or rather the minority who de- teated the amendment—are fifty years behind -the age. Everywhere else, where there is progress in school matters, the necessity of car- ing for the health of the pupils asa first requi- site is fully recognized, and all punishments cal- culated todo injury to the scholar physically have been discarded. The school recess is purely a health exercise, and.there would be just as much sense in cutting off the oxygen in the air the pupil breathes, or his supply of food ‘and drink, in the way of punishment, as to essay to punish him by keeping him out of God's sun- light and fresh air at the allotted time for such exercise. And while on this matter we would suggest to the committee having the matter in charge that | the examinations fer the scholarships should | not be made atest of physical endurance, as was the case last year, by keeping the con- | testants on the stretch from 8a. m. to 4 p. m., without their dinners or any relaxation.
