Mrs. Grant's receptions wi be held every ‘Tuesday during the season, between the hours of2and4 p.m. Secretary and Mrs. Belknap have issued cards for receptions for February 19th and 26th, at9 p.m. No.3 Madison Pince. ‘The receptions of the Speaker of the House ot Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o'clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of 2 and 5 p.m. — bx: Now that the Fifteenth Amendment ts about to come into practical effect, the politicians of Maryland are beginning to discuss the question “* What to do with it,” that is to say with regard to the new voting element Drought into the field. Hon. Benjamin G. Harris, of St. Mary’s county, ex-member of the House of Repre- sentatives from the Fifth District of Maryland, has addressed a lengthy letter to the ‘St. Mary's Beacom, the Democratic organ of that county, in which be advises opposition to the enforcement of the Fifteenth amendment in Maryland, and Proposes 4 plan whereby he thinks his ideas of resistance to the Constitation of the United States may be successfully carried ont. He makes the remarkable suggestion that the Registry laws of Maryland be amended so as to require that every register of voters shall take ‘8m oath that he will not obey the requirements of the Fifteenth Amendment; in other words, that he will place upon the registry as voters nong but white men. This done by ths Legisla- ture, brings the matter to an issue atonece. He believes that the Supreme Court will have juris- diction in any case likely to arise under this Amendment, and he professes to have no doubt the people of Marylynd “to stand tirm, regard- less of the threats of knaves and tyrauts, and the victory will svon be ours.” ‘The Democratic Advocate, of Westminster, com- menting upon Mr. Harris’ letter, says that “the rourse he advises would be fraitiess to thwart the action of the Amendment,” and thinks it will be wiser in the Democratic party to acqui- esce in the Amendment “with what grace it can.” That paper holds that the proper course for the Democracy is to poil every colored vote possible, and says that on a full vote of the white population of the State their party has a tuajority of at least 50,000, and that as the full Kepublican vote of the State is not over 40,000 at most including every negro voter, that at the Worst the Demoerats will still have a majority of 10,000 in the State. The Advocate then argues that if its programme is successful carried out in Marylahd and other States the Democracy i soon have a majority in Congress, tue amendments be repealed, etc., etc. ‘The Hagerstown Mail, one of the Democratic journals of Washington county, is of opinion that that party will receive a large increase from the colored vote. The St. Mary’s Beacon holds that the colored citizen has not the right, under the Amendmen, to vote ai State or municipal elec- tions. It argues: “It is a question whether this article legally confers upon the negro municipal suffrage in ciccrane ating States. ‘The right to vote for ¢lectors for President and members of Congress it undoubtedly confers, but whether, in the ab- sence of favorable State action or in the case of non-action by @ State where # prohibition against negro suffrage already exists, it confers er cancanicr upon the negro the might to vote | jor State or cuunty officers is auvther part of speech. At least, if Congress sliall insist that the Amendment counters full suffrage upon the negro in Maryland, we shall insist that it cannot confer it against our conseut—the right to regulate municipal suitrage being a re- served right of eack State—and shail advocate tiat action be taken to test the question in the courts.” The Rockville Sentinel, the Democratic | Peper 1m Montgomery county, expresses the opinion that the Reconstruction acts and the Amendments are unconstitutional, and calls upon the Legislatures of Maryland and Ken- |" tucky to have the question brought immediately betore the Sapreme Court of the United States Jor settlement. Among other things involved in the amend- quent business it seems that the schvol laws of ‘Maryland are to be altered. A correspondent of the St. Mary's Beacon, writing from Annapolis, says that in view of the passage of the Fifteeuth Amendment, and “the certainty of the colored man’s crowding tothe polls at the next election,” there will be im- pertant changes made in the School law by the | Geueral Assembly; that “the appomtment of | School Commissioners will be taken out of the turmoil of polities and vested in the Judges of the Cireuit Courts or Orphans’ Court, and the *ppeintment of District Trustees will be vested iu the Beard of School Commissioners.” ‘Tae RETURN TO Srecte Pavuewrs—There Was a slight rise in the gold premiam on yester- day at the close of the day's quotations, but to- day it has dropped down again to 164.
