_ EVENING STAR. Largest Circulation in the District WASHINGTON CITY: FRIDAY. -.Febraary 23, 1870. Reading Matter on Every Page. Receptions. Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours | of 2and4 p.m. Secretary and Mrs. Belknap have issued cards for receptions for February 19th and 26th, at 9 Pp-m. No.3 Madison Place. ‘The receptions of the Speaker of the House | ot Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’clock on each Friday evening of the season. Mrs. Biaine’s receptions will be held every Wednesday of the season, between the hours of 2and 6 p. a — We are getting down toa specie basis about as rapidly as could be desired. Yesterday gold touched 16% in New York, the lowest point in about eight years. The influences operating on the market are the action of the Senate in giving & quietus to expansion; the continued advance of American securities in the foreign markets, where the ease in money seems to be stimulat- ing an upward speculation in all classes of se- curities; the large supply of the gold in the market here; the belief that the Funding bill of Senate is likely to become a law, and the report that the Treasury sales will be increased in March. United States bonds in the foreign markets have reached the highest prices ever made. ‘The 62's sold in London at 90, which, with exchange at 1 and gold 116%, would be equal in our market to within one per cent. of par in gold. The 1881's yesterday sold about % of ome per cent. abeve par in gold. This is the most remarkable example of rapid and steady re- covery of credit from great depression ever known in the histery of any country, and it seems more and more assured that the Govern. ment will speedily be able, by the aid of whole- some legislation, to redeem the five-twenties with five per cent bonds—saving $17,000,000 every year in coin for interest, and placing the entire debt on a footing where it can be managed without difficulty. It isnow proposed to settle the Mormon diffi- culty after the fashion of the partition of Po- land; Idaho to take all the northern part of Utah, above the forty-first parallel, then to di- vide the rest by a north and south line running halfa degree west of Salt Lake city, and give the east section to Colorado and the west to Ne- vada. The Idaho Statesman, in which we find this scheme set (rth, estimates the population of Idaho's slice as 25,000; Colorado is to get 45,000, with Salt Lake city, and Nevada 25,000. ‘The editor, who is an old resident of Boise city, does not beleive that Mr. Cullom’s bill against polygamy can be enforced unless Utah is par- titioned im this way, but he says that Judge Lewis, holding his district court at Silver city, 300 miles away from any Mormon settlement, would wipe polygamy out of northern Utah, if annexed to Idaho, in two trial terms. It is ra- mored that Brigham, with all these difficulties about his head, is negotiating tor the purchase of a slice of Mexican territory adjacent to Arizo- na, and on the line of the Southern Pacitic rail- road. With his hundred and tifty thousand fol- lowers, well establishes on Mexican territory, he could probably defy any attempt of the weak government of that country to meddle with his domestic institutions. —___ -<ee- ____ The Prince ot Wales, whose manner of life has been styled a scandal to British society by distinguished subjects of the crown, and who bas at all events succeeded in winning a repu- tation more like that of George IV than that of George III or his own father, has been lately & compulsory witness in a suit for divorce. He testified to his own innocence and that of Lady Mordaunt, the respondent, but the latter makes confession of her frailty, and implicates him in her guilt. The incident is only important as another item in the cumulative mass by which the tenure of the British aristocracy, and even the throne, is imperilied. There is a strong feeling animating an influential body that the kingdom would be better under a different government. nd that it could not be worse than under the rule of such a man as the Prince.
