He thought some respect sheuld be paid to the anniversary of the birthday of Washing- ton. There was not a State Legislature in ses- sion upon this day, and he did not think Con- gress should be in session. ‘The motion was rejected—reas 70; nays 103. On motion of Mr. Dawes, the House resolved i'se!f into Committee ot the Whole, and resumed ‘the consideration of the legislative appropria- tion bill, the pending question being upon the amendment of Mr. Arnell to make appropria- tion for the Department of Education, and to strike out that clause of the bill which abol- ishes that Department. The amendment was debated at length pro and con. The principal advocates of the meas- ure were Mesrx. Arnell, Sargent, Roots, Hoar, Gartield_and Kelley. ’ The opponents were ‘Messrs. Boxes of castile soap and similar geods are sold to country customers, who little think that they pay for box and all at full price. ‘The cheating on tare is outrageous. Tea in chests is estimated at 20 pounds tare, which is always allowed by the importer, but a country dealer seldom more than 18 pounds. On half chests 12 nds is al- lowed. while at the same time the dealer marks the chests up a pound or two. “this marking up of weight corresponds to the marking down of tares. Casks of sugar, which few country merchants can weigh, aré often marked up 3 pounds, and sometimes 50 pounds. ‘They tell & good story of old H. These cans he would unsolder, and then steal about one-tenth of the oil, and fill it up with spirits of turpentine, and then employ the counterfeit seal.
