The Mob Proceedings Last Night. ‘The meeting of the citizens calling them- selves “ Reform Republicans,” at Union League Hall, was broken up last night by a mob of cor- poration employes and their strikers, just as was the previous meeting. It is useless to dis- guise the fact that these repeated acts of mob violence place the city and city government in a very discreditable and unenviable position. It was charged last night that these mob pro- ceedings were mstigated from the City Hall, and the fact that the different gangs of the mob were marshaled in all cases by corporation em- ployes seemed certainly to give ground for that belief. But we do not entertain this opin ion. On the contrary, we believe that Mayor Bowen disapproves entirely of these acts; and that they proceed solely from the superserviceable zeal of the ward officers, who think to gain favor thereby. We think, how- ever, that he errs greatly in not signifying pub- licly and unmistakably to these officious em- ployes that this sort of thing must be stopped. He is placed in his position to maintain law and order and the rights ofthe citizens. It may show very bad taste for citizens to disapprove of his administration, but their right to do so, and to hold meetings to express that opinion 1s unmis- takable. And Mayor Bowen should feel it ali the more incumbent upon him to pro- tect these meetings from mob violence that they are call: d avowedly as anti-Bowen meet- ings. He cannot afford to have it go eut to the country that a party of citizens, calling them- selves “Retorm Republicans,” are mobbed out of their meeting place by a gang drummed up from all the alleys in the city by corporation employes. Already the press of the country are speaking out in the matter, as instanced by the following from the New York Tribune : « There is quite a serious rupture in the ranks of the Republican party of Washi m, brought shout by the loose manner in whic mem- bers of the in office are ‘conducting the business of Jorporation. Last night the Keform Republicans rented a hall for pane of holding » meeting to express t a number of the officials ‘drove them from the hail, took possessien, and turned it into a meeting for their own defense. This uncalled-for conduct of some 200 colored men was inspired by a number of designing white men, who ased these innocent men to help their own Schemes of securing gihe spoils. Laura Keene as "was piquant and grace- tul, while the Mons. Argan” of Mr. Jack was & perfect a picture of the suspicions and exact- ing hypechondriac as one conld imagine. The * Loulson™ of little Miss Laurens was capitally done, and Wallis as the pompous doctor, Hawk as the stapid “ Thomas,” Miss Jennie Ander- son as “+ Madame Argan,” were all exceedingly well dressed and acted. It seems hard to find tault with a performance of such merit, but the | love scenes might have been made a little more impassioned, and the gags might just as well have been omitted. The piece is to be repeated this evening, and on Monday evening Matilda Heron's comedy, “Champagne, or Step by | Step,” of which we Lave heard so much, isto be brought out. ———_---+e-- __ ‘Toe Freteexta AMENDMENT. special dis- patch from Des Moines says the luwa Senate yesterday after considerable debate, by a vote of 30 to 14, refused to concur in the House reso- lution adopting the fifteenth amendment. The majority of the Senate claim that the House shouid have taken their resolutions as they were and adopted them, and not have passed a new | series of their own. The result is that only the flouse has as yet passed the fifteenth amend- ment. This informality will no doubt be speedily rectified, making twenty-seven States which have ratified. But one more is wanted, and that one will undoubtedly be Nebraska, whose Legislature has been called by ¢rnor Butler to meet in special session in the first week of February. Besides this, Georgia and “Hexas will be required to ratify as a precedent | to admission, so that the reversed action of New York matters little one way or other. The text of the fifteenth amendment, is as follows : Article 15, section 1. The right of citizens of he United States to vote shall not be devied or ridged by the United States, or by any State on accunnt of race, coler, or previous condittion of servitude € Section 2.
