WASHINGTON CITY: ment of a Governor, Secretary, and Council by the President, with the advice and consent of tLe Senate; and a House of Assembly and Del- gate in Congress elected by the people. ‘The design of the committee in drafting this Measure, seems to have been to secure for the People of the District full representation by making the offices of Assemblymen and Dele- gate in Congress elective, and at the same time to reserve for the Government a voice in Dis- trict affairs through the appointment of the Governor and Council, such as will justify Con- gress in surrendering to the Territorial Govern- ment of the District the power to legislate upon Distriet matters, reserving to itself withal the Tight to repeal or annul any acts of the Territo- rial Legislature not approved. This enlargement of the powers of the Dis- trict government is really the vital part of the Dill. Any change in the mode of government here is worthless if it does not secure this fea- ture. It is not that our officials are corrupt or inefficient that the affairs of the District are in their present unsatisfactory condition; but it is in the fact that with their present limited pow- ers they can do absolutely nothing. It is not their fault, nor that of the People, that our ave- Dues remain unpaved; that the canal is useless and pestiferous; that the old market sheds dis- stace Pennsylvania avenue, and that Pennsyl- vania avenue disgraces the city, or rather the Government. It is not the fault of the authori- ies or the people of the District that the wretch- ed old jail biights the centre of the city; that the river channel is filled up, and that the miasmatic fats south of the President's House are not filled up. It is not their fault that we have no rail- Toad facilities, do not own a foot of rail,ora single brick or board iti any railroad «tructure. At is not their fault that a ckeck is put upon in- dustry and enterprise by fossil laws received as legacy from Maryland, and which that State has long ago repealed for herself, but which Still remain an incrbus upon the District, because Congress has not time to deal with them. In all these matters the District would very Speedily work a reform if she had the power. But she cannot straighten a line in the zig-zag canal, or touch a venerable shingle upon the Inoss-covered roof of the market-house, or fill up & rut in Pennsylvania avenue, or clean a gutter in frontof a Government reservation, or Temove a spoonful of the sacred soil of the river fats, or subscribe a dollar to build railroads, ©r for an industrial exposition, or to encourage manufactures, or any other work of progress, without the consent of Congress. We are dependent upon Congress for permis- sion to move hand or foot, and, most unfortu- nately for us, Congress never finds time to give that permission. Congressional District Com- mittees prepare and digest measures of District interest every year, but perhaps for an entire session the House District Committee, for in- Stance, will fail to get the door long enough to Press asingle measure of any importance. If they do sueceed in getting a District bill before the House, « single objection by a prejudiced or uninformed member will send it to etognal limbo. Of the large number of bills in the hands of the District Committees at the last Session but four got through, and these were of the mast trifling and mconsequential character. ‘The members, impatient to get up their own business, will not give time to a District bill, the consideration of which leads to any debate what- ever. They say: Why should we, who have to legislate tor thirty millions of people, and are required to deal with great national attairs, be called upon to give our time to Petty municipal legislation, questions of street paving. market houses, &c., & And why Should they? They frankly admit that they have no time to post themselves upon District affairs, in order to act upon them intelligently, and no time to act upon them if they were Posted. Every member we have conversed with on the subject concedes the utter ina bility of Pongress to give proper attention to District mat- ters and their disposition to remit their consid- eration to any competent authority in the Dis- trict. This, then, being the condition of affairs, and the disposition of Congress, the question rises in what way shall this transfer of authority be | & made, and how shall the legislative and execu- tive body of the District be constituted. Sena- tor Hamlin, Chairman of the Senate District Committee, expresses himself very decidedly in favor of a Terri il form of government for the District, and the Citizens’ Committee, after going over the whole ground, come to the same conclusion. The result of their labors in draft- ing a plan of District Government will be pre- sented at a public meeting this week for the meeting will bring forth @ full expression of Opinion, and an agreement upon some detinite plan of action; to be followed up by a long pull @ strong pull altogether in its behalf. If any better plan than that presented by the com- mittee can be found, let it be adopted; but by All means agree on something, and then act. +02 Important Decision 4s To Tux Ixcome Tax. An important decision was rendered last week in one of the Pennsylvania courts in Philadel- phia regarding the Income tax and the powers Of the assessors. The points of the counsel for ‘the defendant Mr. Doll who was prosecuted for Fefusing to deliver his books to the assessor Of his district, were decided to be well taken, and he was released from eustody. a On Friday the Minnesota Legislature ratitied the Fifteenth Amendment, and on Saturday | similar action was taken in the Mississippi Leg- islature. Twenty-five States have now given their assent. Ohio will shortly be the twenty- sixth, and but two more are needed. lowa, Ne- Dbraska and Rhode Island, are certain, making | at one more than neccessary. —+202e- The’ admirable speech of Mr. Kilbourn, on District affairs, at the Exposition meeting Sat- urday night, should be issued in pamphlet form, and sent to every member of Congress.
