MontTGoMERY Grnps, Esq., for a long time Special Treasury Agent of the United States abroad, residing at Pars, and a warm personal friend of Minister Washburne, is no longer a Government official. SecRETARY BELKNAP has moditied the late general order forbidding the use of spring wag- ons in the army for any but hospital purposes, £0 as to permit the use of them in the Fifth Military District for the transportation of in- specting officers while on duty. It 18 STATED that on account of the ill health of Mrs. Matthews, mother of the Vice President, the usual weekly receptions of Mr. Colfax will be intermitted this season. He will, however, be at home to the public as usual on New Year day. GENERAL OnpERS No, 82, just issued from the ‘War Department, relieves the Depot Paymas- ter at New Orleans from the requirement to pay the garrisons at Key West and the Tortugas, and hereafter those posts will be under direction ot the Department of the South. CHRISTMAS aT THE WuiTe Hovse.—the President will not receive visitors during the holidays, except such public officials as have business requiring his attention, consequently no cards will be presented to him for interviews until after New Year’s day. ‘THE NEW STAMP ROOM in the Treasury build- ing was occupied by the proper officials to-day, who will hereafter have exclusive eontrol ef the issue of stamps. This will transfer the New York and Philadelphia stamp business to Wash- ington. THe SENATE Finance ComMiTTER had anoth- er meeting yesterday on Secretary Boutwell’s plan to retire the $35,000,000 of three per cent. certificates, and issue in their place the same meen bane Bs +d ‘West. A majority of the members favored the Dill, but no vote was taken, and the whole ques- tion goes over until after the recess, ‘THE NomINATION of Attorney General Hoar, for Associate Justice of the United States Supreme Court was, after long debate in the Executive session of the Senate yesterday, laid upon the table. This action gives the President an opportunity to withdraw the nomination. It is understood that the Judiciary Committee Teported against the nomination. ELUDING THE] Revexve Laws.—Supervisor Perry, of North Carolina, reports to Commis- sioner Delano that, owing to the unsettled con- dition of affairs in the second district of that State, a system of blockade running has been inaugurated by which whisky and tobacco is manufactured and sold, evading the revenue tax and encouraging illicit distillation. Steps will at once be taken to prevent these frauds. Tre Geoncta LEGISLATURE.—The President yesterday approved the bill to promote the re- construction of Georgia, and Governor Bullock, who is in this city, immediately issued his proclamation convening the Legislature on the 10th of January. There seems to be some doubt asto whether the Conservative members will answer this call, and should they absent them- selves, there will be no quorum. Tax Crncvit Jupexs.—The Senate, in execu- tive session, yesterday confirmed the nomination of seven of the nine United States circuit judges lately appointed. The two uncontirmed ap- pointments are Sawyer of California, and Pearre of Maryland. No vote was taken on either of these, but they went over under the rule, which allowed a single objection to pre- vent confirzuation. Judge Pearre, of Maryland, against whose confirmation there seems to be some Opposition, is endorsed by Hon. Keverdy Jobuson. W. Schley, and members of the Mary- land bar generally. CLestné THE Derantments Donine Hoxt- DAY WEEK.—Secretary Robeson has issued an order that the Navy Department be closed at ployees to make preparation for Christmas, and during the holidays the Department be closed daily at noon, half of the force only being on duty in the forenoon on ulternate days. A similar order was this morning issued by Secretary Belknap, in reference to the War Department and various bureaus thereof. be closed daily at 120’clock during the holidays, and that the clerical force be permitted to leave at that hour. Tre Nort Atlantic SquapRos—Tar Bay Oy SAMANA IN THE Possession OF THE UNITED 87 received at the Navy De- partment this morning from Rear Admiral Poor, commanding the North Atlantic squad- ron, are to the effect that the United States has possession of the Bay of Samana, and coal has been sent there by the Navy Department to supply the fleet. The Powhatan, late flag-ship expected to go there at anearly date in the Severn, his flag-ship, to look after American in- terests there. Gz. Santos Acosta, Minister from the United States of Colombia, is expected at the Ebbitt House in a few days. Tue Geran REPUBLICANS IX New York ‘The Secretary of the German Republican Com mittee of New York, Captain J. F. Beyland and Simon Wolf,. Esq., of this city, had an interview yesterday, by appointment, with the President, and submitted in brief facts and figures why the German Republican element in New York should receive an equitable propor- tion of the Federal patronage. General Sigel heads the movement, and is pushed by his friends ior some representative position. The President, it is suid, assured his visitors that this movement had his entire approbation, and promised to recognize the elaims of the Ger- mans. Lord Claren- don’s reply to this letter is directed to Mr. Thornton, the British Minister here, dated No- vember 6th, acknowledging the letter from Mr. Fish, reciting at length the statements set forth eh latter.
