EVENING STAR. | Largest Cireulation i in the Distriet |. Reading Matter on Every Page. Clese on the heels of the enovimous fraxds in the New York custom-house come anpleasant Tumors of discrepancies and irregularities in the printing of the Government issues by the bank | note companies entrusted with that high daty, and these are coupled with the ascertained fact _ that some of them have been put in circulation in an incompleted state, and of course fraudu- lently. The reports may be groundless orexag- | erated, but we are afraid not. A disclosure of this character was pot unexpected, though wi must confess we did not look for it quite so soon. But that it would come, sooner or later, we have never doubted. In fact, from the very first, and considered from every point of view, we have regarded the surrender by Government to private hands of the work of printing its notes and securities as one of the gravest mistakes | any administration could make. The work of preparing, in every stage, the ssues of the United States should be as serupu- Tux Myer friend sens's us a Swiss pub’ Sante nt milk-dealers are dealt rail y of watering or otherwise adulterating his milk he is condemned to not less than eig':‘sen months’ imprisonment, the Joss of eivil riz including the right of franchise, and is malete | in smart pecuniary damages. The Swiss prido | themselves upon the quality of their milk and | take these precautions to maintain its eeputa- tion. It is a pity that the long-suffering comm- | nities of our American cities could not receive | the protection of a little legistation of the Swiss ‘n to protect them from adulterations and | pa f sudulent weights and measures. A recent trial in the Manchester, England, Court affords an additional insight into the se- erctsof the milk-pail. A provision dealer had bought a milk-walk of afarmer for £90, con- tracting with the farmer for a regular supply of good new milk. The farmer supplied the quan- | Ploasly before delivery, and the provision deal- er, on his part, watered it over again before he retailed it to his customers, who very soon d:- clined to deal with him any more. Then the provision dealer brought an action against the farmer for having ruined his trade. The ques- tion to be decided was whether the farmer had | contracted to supply pure milk or merely what is known as “the milk of commerco,” which contains cne-third of water seasoned with salt, «ieolored with annatto. The judge decided that the milk-man and the farmer were a couple lously performed by the Government, and by it | of Testes, and did his best in passing sentence to alone, as the coining of its money; and to pre- tend that private individuals or corporations have or can secure guaranties for fidelity and competence that Government cannot possess in anequal if not greater degree, is to set up a most monstrous fallacy, and cast a suspicion on the mtelligence and integrity of every of- ficial in the public service, from the highest to the lowest. And as to the matters of quality and cost, it has been demonstrated over and over again, and beyond the possibility of a cavil, that Government can do the work as well as, if | not better than, ang at a cost far less than it has been or can be done by any private corporation or individual, Why, therefore, not return to the old and better order of things ? a ‘There is at least one sensible man in St. Louis. He writes to the Missouri Republican over the ~ignature of “Mississippi Valley,” showing that if the seheme of Capital-moving were prac- tical, it is by no means desirable for any Western city. He argues that Congress will certainly wither demand or usurp the power to contro! all (things. and all people living within the bounds of the new national district. Congressmen will ‘dly consent to remove from a place where are omnipotent, to a place where they would be less than omnipotent. The omnipo- tence of a body like the American Congress is sufficient, in the nature of things, to destroy any ly in he worid. Commercial supremacy and Congressional supremacy are so utterly iIncom- ibe that they cannot pessibly exist in the ¢ city. He dgubts the force of the argument that Washington is not safe in time of war. If punish them equally. In this trial it was developed that besides watering milk it is adulterated by adding the following substances:—Gum, dextrin, flour- water, flour, starch, rice, egg-white, yellow. wishes to find ha his milk pitcher. 1200+ Tae Kev Srockimas.—On Monday evening Inst a purse of $450—50 for each man—was pre- sented to the first nine of the Cincinnati Base the inactive members of the organization. 22+ and the Liverpool Mercury for November 6. H. rwdigieoe who lived with his wits ani ‘and “la da in Wal street, Newark, N. d., went the Went with several other adventurers. While in the Indian country his party was attacked by the sa’ an internecine war, it might be safer than the Mississippi Valley. If a foreign war, it may be safely assumed that no nation in the world will ever atte mpt to fight the United States, as Great Britain fought us in the Revolution, and in the war of 1812; that is, by landing troops. It would le folly. The enly way would be by naval power, and it ought not to cost very much to protect Washington, or any other single point it far from the ocean, against a foreign attack. He thinks that the Capital, in any event, cannot he moved for many years, and in the meantime the central power of government will probably beso much diminished that the seat and busi- ness of the National Government will become of ~* much less consequence than now that it will net be a matter of much moment where the National Capital may be. —eileett We have referred to the difficulty in Philadel- lia brought about by the insulting conduct of male medical students towards the female «dents who attended the elinical lectures.
