ee EVENING STAR. Largest Circulation inthe District CROSBY S. NOYES........ Editor. WASHINGTON CITY: Reading Matter on Every Page. Some of the Baltimore papers denounce, in heated language, the action of the city authori- ties of Washington in the matter of the difficulty with the Baltimore and Ohio railroad. What is the case? The Baltimore and Ohio railroad com- pany have for years refused to raise the grade oftheir track within the city limits to conform to the established grade of the city. Years ago, when the ground bordering their track was un- eccupied commons it was not a matter of moment whether the track was on the grade or not; but as that portion of the city has filled up with the growth of the city northward, the rail- road on its present level has stood in the way of allimprovement. No streets could be opened across it, no sidewalks laid, no houses could be built upon grade, and in all respects the railroad has proved as effctual a bar to the progress of improvement in that quarter as if a ‘no-thoroughfare” wall had been placed there. The course of the railroad track through that part of the city is marked as plainly as if a pestilence had struck it. Streets come toa sudden end, the progress of building is suspended all along its line, or the building operations are confined to temporary shanties, built on the same level with the track; and in a hundred ways the blighting influence of the nuisance is shown. What is to be done ? ‘The selfish railroad monopoly, entrenching it- Self on its squatter rights, refuses to budge an inch, and defies the Corporation. Would the Baltimore papers have the property holders of Washington lower the legal grade of the whole northern part of the city to save Mr. Garrett the trouble of raising his track to the estab- lished grade? ‘The present isene is brought about by the con- ‘struction of Boundary street under an act of the City Councils. The railroad track at Boundary street is six feet below the city grade, and that street, which ought, of all streets in this city, to be continuous, is dissevered completely at this point. Mr. Garrett, as heretofore, paid no at- tention whatever to the notification of the Mayor that the progress of the work upon the street rendered it necessary that the track should be raised at once to correspond with the legal grade. ‘There would seem, then, to have been no other course for the Corporation to pursue than to build the street and throw upon the railroad company the onus of destroying it, as they have done. It is evident that an issue should be made in Some way. It cannot be permitted that the growth of what should be one of the most pros- perous parts of the city, shall be paralyzed Jonger by the selfish course of the railroad com- pany; and is to be hoped that the action of the city authorities will result in forcing the compa- ny to abate the nuisance they have maintained Se persistently. eee NUMBERING THE HovsEs.—We understand that a substitute will be offered in Council next Monday evening for the bill providing for re- numbering the houses of Washington which passed the Board of Aldermen last Monday night. As explained to us, it embodies a plan essentially different from any yet suggested, and Proposes to do away entirely with duplicate sumbers on streets bearing the same designa- ion. Thisis sought to be accomplished by prac- theally considering the eastern and southern Streets asa mere continuation of the western and northern streets bearing the same name, and using continuously all the numbers re- quired to cover the length of both. For in- stance: Commence with No. 1 at the foot (or Long Bridge end) of Mth street West, and num- ber up regularly until the Boundary terminus is reached, which would exhaust the numbers up to say 2,500; then commence at the northern end of Mth street Zast with No. 2,501, and run nu in regular order until the southern end is reached. Also, commence at the western or Kock Creek end of F street North, for example, and number up, running east, until the Eastern Branch is reached, then commence at the east- ern terminus of F street South with the number next the last used on its namesake North, and yun on in regular order to the western end. ‘This plan is not without merit, im that it dis- ‘penses with the duplicate numbers, and we un- derstand that it has the approval of onr post office attaches charged with the duty of collect- ing and delivering the mails throughout the city—a class whose opinion in a matter of this kind ought to be entitled to weight. It tails, however, to indicate by its principles the loca- tion of any given number, and on the whole we cousider it inferior to the system we have here- tofore recommended and endeavored to explain in the columns of Tue Star.
