Where the sewers are not water-tight—and from the loose nature of their construction in this city heretofore we doubt if many of ours are water-tight—the excretal mat- ter held in solution penetrates into the soil and rises by capillary attraction to the surface an1 impregnates the air. The earth on the line of the sewer pipes becomes soddened with impu- rity, and taints both the air and well water, and the more abundantly water flows through them, the more completely does the escaping sewage matter held im solution penetrate far and wide inte the soil. The noxious results from this need not be wondered at when the power of capillary attraction, and the influence of the atmosphere upon the wet underground soil is considered. The unacceuntable high death-rate in partic- ular localities of, in other respects, healthy cities im England has lead to investigations showing that the mortality came from leaky sewerage. The evidence showed satisfactorily that sewage matter will rise with water to be evolved at the surface, and the necessity of the sewers being made water-tight, or, where that is not done, that a séparate channel should be used for drainage, and altogether exclude sub- soil water from the sewer. Taking a con- | spicuous rank for military capacity and daring bravery, within the first six months of his ser- vice, at Queenstown, where he was severely wounded, he has beew no less distinguished by activity, efficiency, and bravery, in every suc~ ceeding war against the United States, than by @ continuous devotion to responsible duty in peace, as inspector general and general officer for a longer period than usually falls to the lot of man.
