The object of the tour is to make a thorough inspection of the Southern postal system, with a view of its improvement in that section. Tue Nontm ATLaNtic Sgvaprox. — D patches received at the Navy Department from Rear Admiral Poor, commanding the north At- lantic fleet, are to the effect that the Powhatan, his flag-ship, arrived at Havana from Key West on the 30th ult., all well on board. It was the intention of Admiral Poor to leave on the 3d inst., fur Matanzas, en route to Key West, on the arrival of the mailfrom New York, unless some- thing shonld oceur in the meantime rendering it necessary for the ship to remain longer at Havana. Ife hopes to meet the Severn at Key West. The U. S. steamer Dictator and her consort were at Hampton Koads; the Seminole at As pinwall; the Sangus, Gettysburg and Tasca- rora at Key West; the Severn and Albany at tie New York Navy Yard. Tar New York Posr Orrice.—The work upon the new post-office building in New York has been pushed forward under the direction of Supervising Architect Mullett in a manner per- feetly surprising to the people of that city, who have been accustomed to see the work upon her public buildings kept going at the slowest rate possible. Indeed, generally the progress upon them has not been visible to the casual observer, and such a thing as one entirely comple hardly known to the oldest it notwithstanding the many obstacles in the wa of the Architect, the work on the post office ha advanced so rapidly the necessity for ey ploying a force at night no longer exists, th required excavations Laving been made, ani it having been found that masons’ work could not be done advantageously except in the day time. As a result about two hundred laborers, engi- neers, and other employees, who were employed at night, have been discharged. A full force ix kept busy during the day, however, and the work will not be allowed to drag in any respect so long as the weather allows it to be carried on to advantage. No answer to this letter had been received by the Mayor up to noon to-day, and the work pro- ceeded up to that hour, at which time one rail of the left hand track was covered with earth. At this time the men stopped work, taking their usual intermission of one hour for dinner. Buchan- an, counsel for the Baltimore & Ohio Railroad arrived, and he, with Mr. W. 8. Cox, counsel for the Company here, are consulting this as to what course to pursue. The 2:50 train passed out safely this afternoon, followed the example ot the 2:40, and was switched on the east track, being delayed thereby some minutes. It is. however, doubtful whether the 4:20 train or the 5:10 south will be able to pass over the obstruc- tions.
