WALKER. Mr. Walker, whose serious illness has been noticed from day to day in Tue Star, died at two o'clock this morning He sank rapidly all Gay yesterday, and though he conversed some during the day, was unconscious in his last hours. ‘The funeral will take place on Saturday next, from his late residence, on Fifth street, and he will be buried in Oak Hill Cemetery. ‘The annexed autobiographical sketch, written by Mr. Walker in the autograph book of a gon- tleman of this city, on the 23th of August, 1367, will be of more interest than a formal memoir: “R. J. Walker born at the town of Northum- berland, Pennsylvania, July 19, 1801; graduated at the University of Pennsylvania, Philadel- Phia, July, 1819; Judge of the Supreme Court of Mississippi about 1828, (declined); U.S. Senator from Missesippi from January 8, 1836, to March 10, 1845; Secretary of the Treasury from March 10, 1845, to March 5, 1849, (resigned); Commis- sioner to China June, 1853, resigned because steamer could not be furnished me as promised; Governor of Kansas from April, 1857, to Decem- der, 1857, resigned because I would not aid in forcing slaveryon Kansas by fraud and forgery; Financial Agent of U. S. Government, by ap- pointment of Mr. Chase (then Secretary of the ‘Treasury) to Europe, from March, 1863, to No- Veber, 1364, when I returned home, having completed my mission, by causing to be taken and bought there $250,900,000 of Mr. Chase's U. S. 5-20 six percent bonds, and defeated the second Confederate loan of $75,000,000; co-ope- rated with others during same period in various important transactions for the Federal Govern- ment, under special letter from Mr. Seward, Secretary of State, written by expresssanction of President Lineom. The above is written by Tequest of my excellent and much valued friend, S. York At Lee.” In addition to the above from Mr. Walker's pen, the following particulars of his life will be of interest: F Mr. Walker commenced his brilliant career at the bar at the early age of twenty, entering upon the practice of the law at Pittsburg at that time. While there he made his first hit as a fa politician by nominating General Jackson for President, long in advance of any like sug- gestion from any other quarter. In 1826, he removed to the State of Mississippi, where for several years he pursued @ lucrative practice in Natchez. From the latter State he was elected a United States Senator in 1835, and shortly after taking his seat he won a high name in the West, by a very spirited opposition to Henry Clay in a debate concerning the public lands. He was a tirm supporter of the administration of Jackson, and subsequently when Mr. Tyler became Pres- ident, was supposed to have influenced the Jatter to veto the bank bill that had been framed under Mr. Clay’s supervision; as also the vigor- ous steps Mr. Tyler took in relation to Texas, and which resulted in that State into the Federal Union. He opposed Van Baren mainly on the ground of the latter's hostility to the Texas annexation, and gave the weight of his influence to supersede him in the Baltimore COnvention that nominated James K. Polk. One of Mr. Walker's letters the ‘Texas question had great influence in determin- ing the election of Mr. Polk, and when the lat- ter came into office he appointed Mr. Walker Seeretary of the Treasury. While in this office he distinguished himself in a treatise in favor of tree trade, which attracted a great deal of at- tention in Europe. He was an earnest and zeal- vs supporter of Mr. Polk's war measures against Mexico, and kept up the national credit during that war without the agency of the banks. On surrendering the Treasury portfolio he re- sumed the practice of law in the higher courts, where he was variously engaged as leading counsel in many important cases. Mr. Buchanan made him Governor of Kansas, but he had the independence to disagree with the latter's Kan- sas policy, and very soon resigned the position. Mr. Walker has continued the practice of his | profession, and made an occasional appearance in public prints in the treatment of various topies of national importance, particularly those unected with the national finances. ‘Une of the latest achievements of his busy life was his successful management of the Alaska purchase. Brilliant as a lawyer and as a politician, Mr. Walker was personally held in esteem for his kindly, generous qualities, P 20e- Tue FrereENTH AxkspxeNT—The proposed Fifteenth Amendment to the Federal Constitu- tion has been ratified by the Legislaturesof the lowing States :— Arkansas, Connecticut, Louisiana, ia, Indiana, Ilinois, Kansas, Mixouri, Massachusetts, Maine, Michigan, New York, Nebraska, Nevada, New Hampshire, erth Carolina, Pennsylvania, South Carolina, Virginia, Wisconsin, and West Virginia. This anakes the number of actual ratifications twenty- ene. There being thirty-seven States in the Union, the requisite three-fourths for ratifting a constitutional amendment would be twenty- eight. Seven more, therefore, are wanted. Khode Island is sure, though she has delayed Jowa, Minnesota, Ohio, and Vermont. These make six States of the requisite seven. Texas and Mississippi are required by the Reconstrue- tion acts to record their ratification of the Fifteenth Amendment as a condition of their restoration to the Union. The two leading par- ties in each State—the Conservatives headed by Hamilton and Dent as well as the Republicans — iuave endorsed the amendment; so that the vote of those two States may safely be counted, making the total number of ratifications twenty- i fusion ticket, but even the Democratic organs concede that they will act with their party in this matter. The rumor that the new cratic Legislature of New York will repeal the ratification of that State, amounts to nothing, for it cannot be done. ——-+0e--____ The New York papers speak well of the ap- yointment of Judge Folger to be Assistant Trea- surer of New York, in place of Gen. Butter- aield. When Mr. Van Dyck resigned, last sum- mer. -Sudge Folger was urged as his successor. At that time he was strongly recommended by the three preceding incumbents of the offiee, Messrs. Van Dyck, John A. Stewart, and Cisco, by the Bank of Commerce and twelve or fifteen others of the largest banks in the city, by Brown, Jirothers, Fisk & Hatch, Henry Clews & Co., and most of the other prominent private bank- ers, and by @ large number of business men. He was alsé endorsed by Mr. Boutwell. It is *ires that the investigation now making of Gen. Mr. Godbe declarcs he is still a faithful Mormon, but substantially reiterates the declarations of the formal protest. He adds that he has paid thousands of dollars to the Mormon authorities, at times when he thought the measures in con- templation were not wisely planned, but he was not prepared to destroy “unity of action” by refasal. Mr. Kelsey says: “I have spostatized from no doctrine nor commandment ever given to the Church by revelation through Joseph Smith; nor, indeed, from any of the measures of President Young, save it be wherein he claims infallibility for President Young, at the same time admitting his fallibility asa man.” This is the substance of the respective utterances of the men who now stand arrayed in open hostility to Brigham Young. That they will make any immediate inroads upon the ranks of the faithful at Salt Lake City is doubtful. Only those who have studied the Mormon institutions on the ground can esti- mate the fanatical devotion of the Salt Lake Mormons to the “head of the church.” But the Probabilities are that the dissent from Brigham Young’s rule will receive accessions from time to time from the Mormon merchants who find themselves crushed out by the monopoly co- operative system of trading, which is now a machine worked for the benefit of Brigham Young, bis son-in-law Clawson, and other Mor- mon leaders. Disaffection to the ee-operative system seems to have been been the ground of Godbe’s first break with Brigham Young. ———_ see. The Sangalli Troupe will perform “Flick Flock” again this evening at the National for the last time, and to-morrow night, for the benefit of M'lle Sangalli, the ballet of “The White Lily” will be brought out. ——+see- A late letter from New Orleans says that Per- ry Fuller is there awaiting his trial, and that his counsel, which is considered remarkably strong, includes Dan Voorhees, of Indiana; Har- ty Hays, ex-Confederate Brigadier General; Colonel Case, ex-Federal officer and ex-Reve- nae Inspector, and J. B. Weller, ex-Governor of California. The writer points a moral and adorns a tale by adding that “of all the promi- nent Democrats who fattened on the spoils of the Custom House during the Fuller regime, not one has said ‘bonds’ once.
