"Reading Matter on Every Page. _ We are glad, for the ‘exedit of kamen nature, which is generally shown to be bad enough at best, that there is a probability that Captain Washington, of the Submarine No. 13, will be able to demonstrate that he was not guilty of the heartless atrocity charged against him of paying ne attention to the signs and hails made by perishing people, and deliberately going past the wreex of the burned steamer Stonewall with- out making an effort to aid the victims by the ternibie disaster which destroyed that boat and hurried so many souls into eternity. He seems to have established the character of an unusu- | ally humane man and good officer by the evi- | | dence of highly respectable and competent per- | sons who have had a life-long acquaintanee with | him; and the testimony of all on of his Vessel at the time referred to tends to show that there was no sign of lite on or about the wreck | when he passed it, that they neither saw nor heard any hail to round to, though they dis- | tinetly saw the wreck, furthermore that | they discussed the subject at some length and | coneluded that the wreck must be that of the steamer Colorado, and that her passengers and crew had been saved by the Stonewall, which they knew had preceded their boat on her down- ward trip. This, unless overthrown by direetand positive | evidence, would seem to be pretty conclusive, | se far as the conduct of Captain Washington is | coneerned; but in reconciling this testimony with the statements heretofore made by some of the victims, which so positively fixed heartless- ness upon him, a curious and interesting ques- tiom is raised as to the value of impressions | formed under circumstances of great peril or excitement. But there is another view of the subject which We trust will not be lost sight of, now that the matter is under investigation. We refer to the “ppalling fact that the burned steamer was not properly provided with life-preservers or boats, and that the most ordinary precautions for the safety of human life had not been taken in | advance by her owners and officers. Let this | point be made the subject of a searching exam- ination, and let prompt and severe punishment “escend upon the heads of those who do not scruple to hold pecuniary profits above human tife. } aR And new Cairo puts in her claim to be the true geographical and commercial center, and there- tore the exaet spot where the National Capital must ultimately rest when it starts out on its weary pilgrimage trom Washington.
