WAR UPON THE ‘‘RINGS.”* Pretty much all the leading cities of the country seem to be groaning under the do imation of corrapt and tyrannical « rings, And the better class of citizens are casting about for means to rid themgelves of the in- fiction. The ring politicians are pot confined toany party. Ignoring party interests, as well | asthe public welfare, they seek only to feather | their own nests. New York city seems welt | nigh bopelessly prostrated under a corrapt | Democratic “ring,” that rules affairs witha bizgh | | hand, entirely regardless of the interests of the | tax-payers and those having property in‘ererts | In Philade!phis, it is hard saying which of tbe two “rings,” the Democratic or Repuolican, is ‘the most vicious amd overbearing as each inturn gets control. In Baltimore, the Democrat ring bas shown such bare-faced rascality that the Fespectabie mem of the party have openly branded it as too corrupt for tolerance. In | Sam Francisco, the Democratic “ring” had | brought that city to sucha condition that a vigilance committee was freely talked of as the only remedy; and the citizens, regardless | of party, combined at the late municipal elec- tion to overthrow the McCoppin rule. But ix | Chicago the Republican ring’ seems to ha: fairly outheroded Herod im the way of plun- deripg and outraging the people for the venefit of their own pockets and schemes. The rule of this ring has now become so ixtolerable that | am indepeadent municipal and county ticket | bas been put in the field, which is warmly supported by the Chicago Tribune and Journal, Republican, and the Times, Democratic. The | citizens of Chicago, ignoring party lines for time beirg, are determined to “smash” the | gang of cormoracts who make politics a trade | to pray upon the public. We trast they may | be successful. a TELBcRArsic KaTBs.—We have had occa- sion occasionally to criticise the Western Union | hic Company for looking with too | eye to its own interests as compared | ‘With thcse of the public. Now, we are giad to beable to give them credit for an act which, though largely benefitting the public, in the first instance, will, we are satisfied, so mcrease the business of the company as to make it remane- Tative to them. ‘The Compary bas to-day placed a new and thoreugbly organized tariff system for all its offices. submitting & general reduction of from twenty-five to thirty-three and a third per eent, not effecting, however, the special iow | rates which have bees in use between macy of the large cities and towns for the past two years. This system is based upon a uniform | rate of charges for air line distances. The plan is arranged by & map covering the territory | reached by these lines, divided into equal ter- | Titorial squares, each one of which is desig- nated by number and a rate fixed between it and all other squares. Ali oifices within given square use the same rate to any office within any other square. Besides this, the system of “night messages” existing between the principal cities on the route of the Western | Union Co.'s hnes, by which twenty words can be sent af night at the same rate as charged tor ten words in the day time, offers additicnal facilites for cheap telegraphing The company bave done a very sensible thing im taking the initiative in instit ting referms im their system, cheapening Yates and grading them upon a uniform sys- tem. The Western Union Telegraph has grown to be sucha gigantic monopoly that it Will need considerable selt-restrarnt on the part of the company to prevent them from infring- ing upon the rights of the public, and it is sat- astactory to see this evidence that they are mielined to exercise that self-control ‘Tax Fisasctat Cospitioy oF THE Srates.—The London YVews of the contains letter from Hon. David A. Wells, U. S. Commissioner of Revenue, to Hon. Thomas H. Dudiey, American Consul at Liverpool, m Tegard to the prospective flaaucial condi- tion of the United States, whicd bas attracted ‘8 good deal of attention in Eagtand. and which must also bave great interest for the people of this coumtry. In this document Mr. Wells es- mates the average annual excess of receip's Over expenditures for @ series of years at ‘$1200000. He arrives at this conclusion from the following data: The excess of receipts over €xpenditures for the fiscal year ending June Wu, last, was $45,000. To this amount be | Sdds two ttemsof expenditure during the last year which need not again be provided for, vic: | S18.) required to complete the payment | of extra bounties, and $7,200,440 im gold, equiv. lent to S¥,5u),("0 in currency, required for the | purchase of Alaska. He then considers that the present annual elasticity of the revenue, or ts increase from the growth of the country in Wealth snd population, will be equal to about $15,000,000. The balance ($30,000,000) he thinks will be made up by the gain from the rigid ystem of ecomomy inaugurated by the present Administration, and from a more faithfal coi- lection of the taxes. Mr. Wells adds that an investment of $10),- €00,000 at 6 per cent in a sinking fund will extinguish the entire principal of the existing | debt im fifteen years; or, if that investment pe Limited to $50,000,000, (and a smaller contribu- tion than this he considers not in accordance ‘With popular sentiment.) the debt will be paid ‘m twenty-three years. Between these two Periods we have, in Mr. Wells’ opinion, the | | bol exact time whem the present public debt of tne United States will be extinguished. A libel suit against the Baltimore American is | RoW progressing in the Superior Qourt of Bal_ tumore city, for damages for the publication 0 ¢ @ statement relative to the attacks made upon passengers in the cars passing through tha‘ city from Washirgton, in October last, imme- diately preceding the Penosylvania election. In its comments upon these outrages the Am¢ri- can stated the fact that a newspaper vender on the traim bad taken 5 vote on the candidates for the Presidency, snd that s man accompanied Bim whilst so doing, who afterwards figured | smong the rioters at the Presidant street depot, | aud pointed out those wao wet Republicans; and drew the tnterence that the vote was taken to “spot” the Republicans fer attack, and that | there appeared to be collusion between the | vender aud one of those who afterwards led | the rioters. For some cause or other the ratl- Yoad compary dismissed him, and be now Drings suit against Thc American for $10,000 2 ———————. ‘The Alexandria Canai, Railroad and Bridge | Company to-day appointed Berkly Ward, Esq, Chief Engineer for the company to locate a rsiiroad from their Aqueduct to Alexandria, Vs. They have also contracted for ties and iron for the road, and the constraction will be vigorously pushed forward, A line has been | Geteriined upon, and within 8 very short time the work will be begun.
