By an xct approved in 1832, and sub- sequently amended in iSH and 1535, tbe biiuge Was purchased by the Government of the United States and the report of the en- glueer, dated December 30, 1535, states that it “hus been compiet-ly finished. according to the terms of the contract, im ail its parte, and since the 25h ef October last has been thrown open to general travel. The bridge was first “rendered passtble on the Ist of October, on whicn day the ident his cabinet crcssed ic on foot in carrisges.” The bridge theo consiru: Wes subsiautially the same as that wuict now exists; that 1s, the part crossing the shoal was made a causeway, and connected with the sbores by wooden bridges resting ou piers. For afew jars the bridge escaped without Gam- age, When in 1-4) 4 portion Was again destroy- cd by ice, Withoat exact data it 1s impossible to enumerate all of the different occasions spon which it was injured, but itis kuowa that such was the @ cases the accident ceeurred to tho-e po built on piles, where the spans are s id low. Towards the Virgin he bridge ress on piers with a clear water way of over oue huudred feet netween them, througn which the floating matter, dritt and can ireely Pees, Mo injuries Of a serious nature have been sustained, at least not from that par- ticuler cause. The railroad bridge, which is owned by the Washington, Alexandria and Georgetown Railroad Company, was built in 1+63 and 1:64, and is about seventy- five feet below and allel to the Long Bridge The repairs being made to strengthen the soutbern section of the former, that por- tion between the span over the main chan- nel and the Virginia shore. and against the plan of which the remonsirauce was made, ad the attention of the receiver of the road allied by letter previously mentioned, are immediately below the » {pans of tae Long Bridge which are refer: to above. The re- pairs, consisting in driving intermediate piles between (he old piers, ard thus subdividing the spans into sections of from eleven to eigh- teen iret, will most certainly, in the opinion of ony disinterested person, cause a formidabie obstruction and be the means of greatly im- peding the flow of the drift and ice, which, owing to the greater length of spans, can sately pass the upper bridge. This inaterial brought down will become packed up against these piles, partially. if not completely, forming dem, snd thereby closing up the space between 9; the only outlet wou! Der ou 1d then ay through the draws. Saoule the coming winter be even moderately severe judging irom past experience and natural cause and effect, the destruction of those por- ons of the two bridges will prove mevitable. The railroad authorities sull continue the sirengtbening of their bridge by driving more piles, when other plans mignt be easily substi tuted. Previous to the commencement of the Work the six spans between the Virginia shore and the Georgeiown channel were trom one hundred to one hundred and twenty-five teet in length, resting on wooden piers or cribs, and were amply sufficient for oll purposes. ‘The original design of the bridge 1s being very con- siderably altered, transforming the truss bridge inte one on piles. The current of the river at this point becomes very rapid, and at the breaking up of winter large bodies of ice come down with great force, whilst in the spring the larger proportion of the drift from the up- per Poiomac is carried with increased velocity ‘brough the Virg:uia or Georgetown channel. ‘Tbe great dep:o of this channel and the veloc- ity of the current there during floods are suffi- cient causes against the erection of many piers. insome portions of the Long bridge, where piles bave been driven from twenty-two to thirty feet teetapart, the ice and drift accamu- late above it for upwards of forty and fifty feett amd so clcse to the scracture as to bear the weight of several men. These facts alon» should prove a salisiactory Treason why no ad- didonal onstructious, especially when so un- Recesexry, and when other plans could be suc- ces<fuily sduptea, be allowed to be placed in the ned of the river, and competent authority should compel the company to desist from fariher encrosebments upon the channel way. ‘Lhe committee on the part of the corporate au- thorities of Georgetown bave been advised ‘bat certai: repairs, those previously re. ferred to, were teing made to the railroad bridge over the Potomac river which might bave the effect to impair and destroy the channel of the river so far as the ports of <iy is concerned, and sre desirous of ascertaining the probable extent of such dam. sze or injury. In the act providing for the purchese by the United States of the right of the Washington Bridge Company, and for the erection of a public bridge on the site thereot, and which was approved July 14, 1832 the clause, “That in the selection of and in the construction of said bridge, draws and arches, all practicable attention shall be 4 to the preservation of the navigation of the id river.” ‘The !aw applying to the construction of one bridge should certainly be enforced in the building or repatring ct the other structures, ‘he more especially as Cougress in the yery tollowing year, appropriated $150,000 «to re move obstructions by enlarging and deepgning ‘he channel,” and for other purposes. After a caretul study and consideration of the matter, it is my opinion that the ob-truc tions formed by the piles used im the r pairs will certaimty affect. and it may be very seriously, the channel of the river From the several reports made by others who bave examined the subject the general opinion is that all obstructions, whether they be of causewayr, piles, or any other kind, excepting oply those that are obsolutely necessary for the Pport of the bridges, should be removed =») As not to interfere witb the currents of river. The Potomac being & tidal river the reasons for domg so become still greater; for the same cause. as well as those above stated, all shoals should be deepened, and such parts a the different channels, — tev joavk =n the bridges, as now tend to ie and descent of the Udal wave, should pe widened. In speaking of the removal of the causeway, the same report says that ‘whatever opinion May be held or have been exprersed by others in regard to the obstruction or encroachment 4a the river in Camnppagcaere big ery 3 ot cau of the a eWay Long been Yeterred to should, therefore, be removed and ope by either an arched bridge or one on of iron or wood. the vigation of the Potomac ts not a thing of to day, but must live 10 the future to aid in the promotion of the en! and enlighten. Ment of a more advanced civilization and cal- ture: its channels should be preservei and guarded with the utmost care agaivst ali en- croachments. The problem bas Siways been considered a most uncertain one, but infinitely more important and diffcult than the span. Ding of astream by a bridge; the latter should 8nd can always be bu'it to accomplish its Iau dable purpcse without interfering with tun- BAVigation of the river it crosses. #7-Relle Hoya, is giving dramatic readings in Sacramento. 87'S.
