ne EVENING STAR. Largest Circulation in the District | CROSBY S, NOYES..........Editers WASHINGTON OITY: THURSDAY..,.. SEPTEMBER 16, 1569, S7 READING MATTER ON EVERY Pace. SE OUTSIDE FOR INTERESTING ‘TBLE- | GRAPHIC AND OTHER MATTER. THE EARTHQUAKE SEASON IN CALI- FORNIA, Yes‘erday’s telegrams stated that there was aheavy shock of earthquake on the 12th instamt at Sam Louis Obispo, California, and 4 light shock at Sacramento. is 200 miles southeast, and Sacramento 120 miles Bortheast of San Francisco. For the past month the people of Callfornia have been dreading an earthquake. The atmosphere has been sultry and filled with a smoky haze, the conditions usually noted there previous to earthqnake-shocks. The faverite Pacific coast theory in regard to earthquakes is that thay Proceed not from internaljconvulsions,bu! trom magnetic disturbances following upon a dry season; &nd it has been predicted that an earth- quake would take piace early this autumn, as soon as moist clouds should float into the dry, vaporless atmosphere. Sure enough there bas been a rain-fall within a few days in portions of California, rather an unusual occurrence in that State where the rains do not commonly commence until November; and now we hear | of an earthquake there. The Uslifornians do not like to admit that the crust is so thin between them and the Jernal regions that they are likely to be swal- lowed up at any moment. They preter to have it believed that the earthquakes of the | Pacific coast are mild atmospheric affairs, | Father adding to the interest and attractive- ness of the country than otherwise. A true biue San Franciscan. or “Friscan,” will assert that real estate increased in value the next day after the earthquake of 156%. It certainly yose the same day. The Vallejans and Be- nicians, up-bay rivals of the Friscans, how- ever, maliciously assert that the latter, to do away with the bad impression, snd lest for- ign capitalisis should withdraw their invest. ments in San Francisco as too shaty, sold out city lots 2 bought them in themselves at igh prices for effect. The recent earthquake-shocks do not seem to Bave been felt in San Francisco, but usually they have dome more damage there than else- Where in Catifornia, owing to the fact that much of the city is built upon made land, which trembles like jelly under an earth quake. Tbe heaviest and most calamitous earthquake known on the California coast since its settlement occurred on the 2ist of October last. The first shock, which was the heaviest, at San Francisco, was felt at seven minutes ‘before 5 o'clock a. m., and lasted forty- twoseconds. The direction of the undulations ‘Was from southeast to northwest, abd they in- creased im violence up to the time they closed. Tall buildings swayed to and fro; ceilings tumbled down; the walls of houses cracked and im some imstances fell; and none ber stromgly constructed edifices, in paris ef the city least affected, escaped ipjury. Five persons were killed by failing walls and chimneys, and many were injured. Few structures erected on the made portion of the city escapea injury. The ground sunk in some portions of the city and rose in others. In many places it opened, and it is stated tnat hot air and water issued from these openings. ‘There was an appearance in some places as if the ps vement had been blown up with powder. The asphaltum sidewalks were twisted and torm out of all shape. The City Hall, Post Ctfice, and Custom-Honse were badly imjared ‘The walls of the City Hall were split in every direction, and many of the stones in the front Wall fell out. Twelve other shocks occurred during the day, but none equalled the first in intensity. The effects of this earthquake were fels im other parts of Uslifornia. At San Lean- dro the Court-House was thrown down: at Recmond the large brick Court-House was made a complete wreck. On the 23d of October another severe shock Was felt in San Francisco. occurring at 2.15 4 ™. People in their night clothes ran into the streets in great alarm, bat no serious damage ‘was done. ‘The year 18% was noted for the number, the Wide-spread distribution and the destructive effects of the earthquakes which occurred. Tae entire loss of life by the earthquakes in South Americ’ m August of that year has been estimated at 30,000 persons; and the value of | the property destoyed at $310,000.00. In Hawaii, one of the Sandwich Islands, there ‘Was also great destruction of life and property by sm earthquake in connection with ap eruption from the great volcano Mouna Loa. During twelve days, commencing Marca 27, there were 2,000 shocks, followed at intervals by powerful tidal waves, destroying villages | snd Iarge numbers of their inhabitants. itis estimated that twelve or thirteen earth. quakes occur every year, and it is well Kuown thst the surface of tne globe is never free trom slight tremors or shakings in some quarter, Among the phenomena noted in connection with earthquikes are irregularities in the season, sudden calms, v.olent rains at mnasual seisons, or im coum:ries where such phenomena are most unknown, a reddenirg of thesun’s disc, ? a baziness in the sir often coatinued for he; but it seems doubtful if there is good reason for believing these phenomena have any real connection with the earthquake. In severe earthquakes the almost invariable succession cf phenomena is first a trembling, then a severe sbuck OF succession of shoct: trembling. gradually becoming insensible. Of the various theories as to the matare of earth- quakes, the most satisfactory is that produced by the brothers Rogers, who consider the pro ducing causeas an actual pulsa ion in the fluid matter beneath the crust of the earth, propa. gated in the manuer of great waves of transla. tion from enormous ruptures caused by tension of elastic matter. and floating forwards on its surface, the superimposed rocky crust of the earth. cecal a Sars ga The new comedy of “Biuliards,Jor Basiness before Pleasure,” brought out in good style by tbe Leffingwell combination, at the National ‘Theater inst evening, abounds in comica! ons, and Leffingwell as “Sam Ssmple, the Billiard sharp,” is very funny. No “billiard. ist” sould fail to see him in this amusing character, while tne young ladies should goin order to rejoice with “Joanna”—Miss Belle Howard—at the Rappy termination of her troubles, by finally securing the good “Sample.” To-night the piece will be repented ‘With “Nan, the Good for Nothing.” —————_— The new Constitution of Virginia, just ac. cepted by the people, abrogates all stay laws and probibits the Legisiatare from Passing any in future to stay the collection of debts. It is probable that Bad this been made public Guring the canvass the debtor class would ave succeeded in defeating the Constitution. As it is now, the provision will tall with crurhing weight om a large portion of the peo- ple. The debts in many instances are in tavor of Baltimore and Northern creditors. gatcineaeiedarinarls 2 rac ‘The New York Tridunc denies the report tnat the bankers’ and brokers’ tax, which has occu- pied so much attention of late, bas not been and could not be collected in New York city; and says this tax has peen collected in every instance except one. This exception was in the case of a house which had hopelessly failed: owing the Government, Bowever. only $12. From John ©.
