SEB OUTSIDE FOR INTERESTING TELE- @BAPHIC AND OTHER MATTER. ———— PARTY LINES — Ashe IMPROVE- ‘Was Bimsenntte parte \aryland is a good Geal divided over railroad matters and rival Personal interests, and the attempts at compro- mise have proved so unsuccessful up to this ‘time that it seems probable that there will be Hlercer fight at tne coming State electior Detween these wings of the Democracy tha: ‘With their common adversary, the Republican Party. One faction, it is stated, bas selected Mayor Banks as its ext candidate tor Gover- nor, and Sheriff Davis as the successor of Mayor Banks in the Msyoralty. Tne same taction bas determined to make Joba Merry. man State Treasurer, whilst their opponents, it is declared. are Isboring to keep tn office the present Treasurer, Robert Fowler, and hope to make a leadicg Democrat from the Eastern Shore of the State (sovernor, and Mr. Heary Duvall, the President ot the First Kranch of the City Council, Mayor of Baltimore. Tae contest for State Treasurer, it is understood, involves the interests of the Baltimore and Onin Railrosd on the one side, and of the Baltimore and Potomac and the Western Maryland Railroads om the other. In the Western And Southern couaties, especially, the Rail- Tesd contest is most violent, the impression bewg thatthe re-election of Mr. Fowler will Tesult im strangling the Western Maryland, the Baltimore sud Potomac, and the Frederick and Pennsylvania Line Railroads, in the westerm counties the Chesapeake and Ohio Canal is largely in the contest, and the tead between the contending factions is eo earnes! shatif two tickets are not in nomination, the trengta of the party cannot be polied for either wing. The Republicans hope to gain something by these dissensions, and the Baltimore American Urges 8m Active organization of that party for the carapaign. We advise the Republicans of Maryland, however, not to let their party zeal carry them to the extent of throwing the State into the Bands of the railroad monopolists. A | petty party success a: @ time when there are ho great matiomal interests at stake would bé Gearly earned by the sacrifice of the railroad enterprises in progress, and from which both Dlaryland and this District expect so much. ‘Tne Republican party, claiming to be the party of progress, and holding the balance of power i Maryland, should co-operate with tha Wing of the Maryiand Democracy making a & fight for incressed raiiruad facilities—so it seems to us. ‘The firs occurred since General Grant’s Administration came into power took place in Maine yesterday ‘The candidates for Governor were Joshua L. Cramberiain, Republican; Franklin Smita, Jvemocrat; N.G. Hiteabora, Prokibition. Gov- ernor Chamberlain was re-elected. The tem- Perance people ram a ticket of their own, in order to test the positive strength of their party an the State, but did no: succeed in seriously Gividing the Republican you. A Legistatare Was also elected, which is undoubtedly Repub- Hican, and will ratify the proposed Fifteenth Amendment to the Federal Co: tation. It ‘Wil also elect a United States Senator for the | term commencing in 1571. Governor Cham- berlain appoints to fill the unexpired term of ir. Fessenden, but it is not known whom he | ‘Will eelect. For the succeeding term he is bimselt a candidate, but the probabilities are that Spesker James G. Blaine will be the choice of the Legisiature. The New York Sun, noticing the incongruous tentures of high society im the cos- tame worn by the drivers of hearses and car Tisges at funerals, which is without regard to wauiformity. or even to good taste and cleanli- Ress, says this was especially conspicu it the faneral of General Rawlins, and that the same Is apt to be true also of the most carefully arranged fanerals in New York, for the same yeason. | ‘There 1s some truth in this criticism, aud we Temember the surprise «xpressed by an English Visitor ia Wasbingtou om the occasion of the | tunera) of General Baker, at the mixed costame cf the drivers, some wearing white hats, some biack slouch hats, some dirty, greasy caps, some white coats, some black coats, &c., &c. Aud the soldiers were nearly as incongruous im appearance, some gloveless, some wearing soiled white gloves, some black gloves, and so on. This is a matter worth a little attention eu the part of those superintendiug public funerals. Superintendent Richards, in bis paper upon Vriwary Schools, their defects and the reme- s for them, reat before the Trenton Conven - stated a (ruth worth attention, in saying that instruction during the first five years of | scheol-life should bs mainly oral, and that | children ebould never be confined to the school-room except when they are actually re- cous ing inatruction. He recommends spacious acd well-ventilated rooms, and for each class | Of children at least two rooms—a «chool-room, intellectual traming, and a play-room or exercise room, Weil provided with appliances for smusement and physical training. Sound munds in sound bodies, that’: the doctrine’ We hope Superintendent R. will be able to carry out these ideas successfully in Ucualf of the Auttle ones. RELIEF FOR TRE AVONDALE Scrvmnens.— | ‘The Iate meeting of Pennsylvanians in this city appointed Rev. B. B. Emory to solicit funds for the reliet of the suff-rers at the Avon- coal mine calamity; and Mayor Bowen in commending Mr. Emory and the object he has in view to our citizens, leads off with a sub- scription of $20, which we trust will be the ucleus for liberal contributions by all classes benefit of the aillicted survivors of the dead mixers, who number seventy-three wid- ows and ope hundred and fifty-four fatherless children. Their needs are pressing, and no ove should fail to respond promptly to an ap- peal for aid tor the: We are in receipt of the first few numbers of 7) Republic, the latest candidate for public savor im New York journalism. It isa hand- somely made up and well printed sheet, but the republication of the same reading matter two and three times is not a healthy indication. it ts edited by St. Clair McKelway, formerly a Wasbington correspondent of Ta World, ‘author of the famous canard about the Wash. ington negroes and ther wholesale purking — cpetations upon hotel guests. To-pight the Democrats of Baltimore city bold primary meetings in the several wards to select delegates nominate a candidate for Sheriff. The contest appears to be mainly between Mr. Augustus Albert, President of the Board of Fire Commissioners, and Uolonel George P. Kane, ex-Marshal of Police. The nominating Convention meets to-morrow. Tax Lovpos asp HaMrsaine Ratteoap ComnacTion.—The Alexandria Canal. Rail- road and Bridge Company evidently mean business. They advertise in our paper to-day tor railroad cross ties, and will soon have a force of workmen grading the line of the Georgetown branch of the Alexandris, Low. | don ard Hampshire Railroad. —a ND ‘The one hundredth anniversary of the birtn> | cay ot Alexander Von Humboldt will be cele- brated throughout the United States to-day by our German fellow-citizens. In this city the programme embraces & grand concert at Carroll Hall to-night by the Sengerbund and the Anon Quartette Clap. Hon. U. H. Browning, tormeriy Secretary of the Inverior, has “signified bis willingness to sccept” the Democratic nomination for dele- gate to the Illinois Constitutional Convention from Adams count “From Maine to Texas” is now — by “trom Florida to Alssks.”" ST Aitoons, Pa, bast S@steam velocipede. mmportant State election that has | In the Board of Aldermen last evening, 8 com- | munication was received from the Mayor, stating that although he bas spproved the bill “defining the duties of the Saperintendent of | Public Schools, and for ouher purposes,” there | are, in his opinion, grave objections to soms of its provisions, which objections he states. The | communication will be found tn our report of | the proceedings. He thinks the Saperintendent | ought toBave more power than is given nat officer, and st will be seem that he (the Mayor) | objects to that section of the bill which pro. | Vides that the compensation of the prinelpals of the Male Grammar Schools of the First and ‘Third Districts shall be at the rate of $2,000 per annum,” while those of the other districts receive $1,600. Mr. Connolly thereupon intro- duced a resolution repealing that section of the bill amd equalizing the pay of the principats, which passe@ without oppos: bat Mr. Baker subsequently gave notice of his intention to move & reconsideration of the vote by which it was was passed. Mr. Stewart gave notice of his intention to again call up the bill to estab- lish a High Normal School, which was indefi- nitely postponed at the meeting of the Board last week. A leter from J. H. Crane, re: ting bis charges against the Mayor, was read and referred to the special committee on the subject, and Mr. Knight subsequently intro. Guced s resolution, which passed without opposition, “that the persons summoned as Witnesses before a committee of this Board shall not be permitted to publish through the proceedings of the Board the matters which they should testify to before the said committee."* ‘The Aldermen, after quite a struggle over the bill to close barber shops on Sunday, finally pasted it, by a decided vote of 9 to 4. In the lower board a letter from Hon. Lewis McKenzie, President Alexandria, Loudom and Hampshire Railroad, suggesting that he would like an interview with the boards, with a view of securing co-operation im the great enterprise looking toa short rail route to the West, was referred « the Railroad Committee. A Dill Providing that scavengers may demand their fees in advance, and Aldermen's bill providing for an additional music teacher in the public schools, and repeanng the act providing for an Assistant teacher, were passed. SUIT ror DaMAGus.—We commented lately upon the absurd law, or the absurd constrac- tiom of it by some of our city Dogberries, by which some Frederick county farmers, who | brought veal to this marxet for sale to our city market men, were arrested and their meat confiscated om the ground that they did not raise the calves. They did not undertake to retail the veal, but to sell it by tae quarter to the market dealers; but because they were not | able to prove that they had themselves raised the calves the meat was taken from them and | they were imprisoned. By our local columns it will be seen that one of these men has | brought suit against the Corporation for faise arrest and confiscation of goods: claiming ‘£10,000 damages. We do not desire, of course, that the city shall be blistered in any such damsges as these, but we trust that the result will show tbat their is no law for such pro. ceedings, and will affords salutary lesson to our policemen and magistrates hereatier. posed eee Seon ons Mayor Bowen, in approving the bill «de. fining the duties of the Superintendent of Pab. lic Schools, &c.,"" very properly objects to the section which provides that the prircipals of the First and Third School Districts shall get ‘$400 per year more salary than those in the two other Districts. He does not think it right that the teachers imvored with superior school- bouses should. for that reason, have higher salaries. The Lefingwell Troupe, at the National Theatre, is drawing well.
