COMMERCIAL CONVENTIONS"—A PLAYED Ovt InstiT0TIoN.—The Keokuk Convention Supposed to be im session this week to sresclye™ the improvement of the Mississippi Kuver, by Congress. It is also expected by Louis that the Convention will remove the capital to that city—by resolution also. Thus far nothing bas been beard from the Conven- bon s Commercial Conveation business played out. The Cincinrati Gaz:tte asks, rather pertinently, what they are good for? A few months ago there was a Commercial Convention at Memphis; close upon its heels anotber at New (Orleans ; this week there 1s to be one at Keokuk, lowa, and next month an- ther at{Louisville. These conventions usu- ally last three days. This time is about equally davided between business and pleasuse. Usa- ally 8 dozen important questions are brought before each convention, not more than one of which could be intelligently discussed withia the time the delegates have for the disposition of all the propositions. Cf course, therefore: the conventions accomplish nothing. They are not even successful ax-grinders, for the reason there are too many axes to be ground; andat this time it would be difficult to findany- | body able to tell what any of the conventions beld within the year 1569 did or attempted to do. Delegates recoilec', no doubt, that they were handsomely entertsimed and had 8 good time generally, but as for business there was not much of it, and that little has been almost for. gotten. The following distinct Points are presented by the committee: 1. Tha’ toe contracts tor laying brick, awarded to Mr. | Henry E Loane; for farnishing brick, sward. €a to Mersrs. F. & H. Wehr, and for cement, Swarded to C. H. Nicolai, were mot awarded to the lowest bidders. 2. That contracts have been awarded “for all the brick to be used fn the building, and also for all the necessary lomber. at prices much bigher than even the present prices.” 3 That, “contrary to the let- ter aud Messrs Swain & Banks for lamber, to be de- livered thoroughly seasoned—free of charge at the City Hall or at the shop of the contractor for the carpenters’ work,” the committee have received from the contractors a large quantity of green lumber, at the contract price for sea- soned lumber—s-0 per thousand feet—the amount paid being $10,000, it being 1m evidence that this identical lot was sold to Messrs. Swain & Banks by Johnson & Dobson, of Baltimore, At $60 per thousand feet. Other expenses add- ed will run up the cost to $90 per thousand feet, tue result of «a degree of favoritism towards a contractor which should not be tolerated,” say the committee. 4. That, contrary to the terms nd specifications of the contract for the mar- bie work, awarded to M. A. Sisson & Uo., the committee have been in the habit of paying these contractors not only for work set in the iding, but for stone on the ground.
