To-day Ualifornia elects county officers and members of thelegisiature. The chief agitation | has been upon the Chinese labor questioi which ihe Democratic party had made an issug of the canvass. The present legisiature hasa Republican majority of six m the Senate, anda Democratic majority of twenty in the House. ‘The Democrats have carried the State for two years past, except at the presidential election. Vermont, on Tuesiay next, will elect State officers and members or the legislature. As in the other Eastern States, official terms in Ver- Mont are generaliy limited to one year. There isno contest. The S:ate is Repablican, 4 to 1; ‘And it is therefore difficult tomake men go out to vole. The yote for General Grant was 44,167, to 12,015 for Seymour. The candidates | are: Republicans. Democrats. Gov.— Peter W. hf sein Hewer Lye Lt. Gov.—Geo. W. Hendee, Mari! ‘Tressurer—Jobn A. —— Jona m. Necks. ‘The election in Maine will take place on the 12th of September. The candidates for Gover- nor sre General Joshus L. Ubamberiaia, Re- publican, and Franklin Smith, Democrat. The ould have Little interest, but that the ‘advocates of a pronibitory liquor law and those opposed to the death-penalty nave also nomi- mated s candidate, N. @. Hinchborn. This will somewhat complicate the election. Last year the Republicans had it pretty much their own way, Chamberiains majority being 20,403; and Grant's 2,000. The vote will be lighter ‘this year, but the temperance division will not be likely to affect the result, as the temper- ance societies and organizations of the State have declined to make a party test. n Washington courty the three largest tem- perance lodges have reeently voted that as the Republican party of Maine is pledged to the | Principle of prohibition, no good can come to the cause of temperance by giving the counte- nance and supportof temperancemen toanew } party. The third party mea will undoubtedly have a slim representation in the next House of Representatives. Should they coalesce with the Demecracy in some close representa- tive districts, they may im some cases de- feat the Republican ticket. They can hope for but little by the nomination of distinct candidates, as in Maine repre- sentatives are elected by a plurality vote. The anti-banging movement will bring litte strength co the new party. The death penalty bas been virtually suspended in that State for years, and the penitentiary is filled with crim- imals convicted of capital crimes. Some shock- ing murders committed in Maine within a few & years have caused a reaction in favor of cap- ital punishment, and Governor Unamberiain istely signed the death warrant for the execu- tion of a colored mar named Harris, proved guilty on bis own confession of the murder of | two unprotected women under circumstances of singular atrocity. The elections in California, Vermont, and Maine are purely local, and comparatively little importance is attached to them by the politicians; but in Uctober Pennsylvania, Obio, Sud Iowa will vote, andthe result im those ‘States will have more significance. It has been defended as the Capital of the country through two wars, has been honored by states- men and made famous by the most memorable forensic displays of modern times. The hun- dred millions estimated for the removal of the Capital would inevitably grow to three or four | times that amount; and finally, the Herald ob- jects to the removal to St. Louis or any other growing place, because it wishes the Western cities better things than an incubus like the National Oapital upon their commercial pros- perity, and which woula effectually destroy apy moral tone they may have.
