The Cincinnati Gazette, which has furnished most of the data used by | those favoring removal, now says (see edito- | rial from that paper reproduced in the Stak elsewhere) that «the call for a convention in St. Louis, to comsider the question of the re- moval of the capital to that city, is not meeting With the unanimous response so desirable as Qn Sugur of success.” The Gazette, which at one time seemed to think that the proper place tor the capital Would bein Obio, has now come to the con- clusion that it is idle to talk about fixing a central point for the capital when our country is im & formation state and our center 1s no- ‘where—may be in Santa Fe if we ex terri tory south, or Detroit if we take in the Can- ‘Sdas—and that the time, if ever, for fixing the site of @ new capital should be when our na- tional boundaries bave been settled with some Precision, and our population ceased to be mi- gratory. ‘The present proposition for the removal of the Uapital to St. Louis was a kiting sensation started by the Cnicago Tribune. in the absence | of any big divorce case or other local excite- ment. The St. Louis papers at first fought shy of it as 8 piece of Uhicago banter, but the spec- ulators there bit eagerly, and the Tribune, with its tongue in its cheek, worked the thing up as industriously, and with as keen a relish for the fun of the pother it was creating as ever the New York Herald did in trotting out a — Rew candidate for the Presidency. The “Convention” started in this way will pestahiy be an abortion, bat that ‘Will not mdicate the death of the project. It will be brought up again m some more de- itberate form, quite certainly, and pressed with vigor. But Washington in the meantime bss the opportunity afforded to put its best foet forward. It is a significant fact that the Press of the country, whether favoring or dis- Approving the project of removal, have taken Oceasion to berate Washington. Unanimously they set down Washington as a most unat- | tractive and infelicitous place for the seat of Government, to be endured or tolerated only OB sccount of the cost of removal and the dif- ficulty of fixing upon the proper site elsewhere. It remains now for our citizens to put this ar- gument for removal outof the hands of our op- Ponents as speedily as possible—at once, indeed. ‘The mud and dust of Washing on must be put ‘Under, by paving on & comprehensive scale: the canal must be cleaned at once, without re. gard to conflicting plans for its permanent im- provement; the miserable market sheds on Pennsylvania avenue must cease to be an eye-rore there. even if we have no Cen- | tre Market; the nuisance of hogs running at large in our streets, which causes such as- | 1 tonishment to strangers, must be abated; an | effort in earnest must be made to improve our communications with the country inevery di- rection and cheapen market supplies. These | re some of tne things that must be done a; | Other needed work suggests itself, but s imperative. Shall we set about Wait ss heretofore to “see what Congre: do tor us!” ‘The long-talked-of boat race between Har- vard and Oxford was decided yesterday. The contest was a very close and exciting one, the Enghsh boat winning by three lengths, te Harvard crew being but six seconds behind their opponents in reaching the judges’ boat. We regret the defeat of the Harvard, but the Tace was such 8 very close ene as to be practi- cally an equal match. and decided nothing a to the relative merits of the two styles ot row ing. Considering the disadvantages (meu- Uoned im Taw STAR yesterday) under which | the Harvards labored, the inferiority of their stroke was certainly not demonstrated. al- though ‘ts superiority was not proved. One gratifying feature of the occasion is that “Eng. lish fair play” stood the test. The Harvard boys have been kindly treated, since their ar- rival in England, and no complaint is made as | to apy unfairness in the manner of conducting the race yesterday. We can therefore afford to frankly acknowledge the beat, and get ready to “pick Mint and try it again.” | Thee RatLway Cowsouipations —The perpetual lease of the Fort Wayne road, recently cluded by the Pennsylvania Railroad pary, practically constitutes Philadelphia and _ Chicago the termimiof the Pennsylvania Road. | mien Following this are new and revised passenger | arrangements with the Vamden and Amboy and | New Jersey roads to expedite travel from the | Weet to New York. A tew da: since we published an announce. | Ment that the records of the State Departmen: | show that the fifteenth amendment to the Qon- | Stitution proposed by the last Congress—which amendment is in effect that mo nStive or natu. ralized citizen of the United States shall hence. forth be deprived by any State ot the right of | suffrage because of is race or color—nas been | completely ratified by North Carolina, West | Virginia, Massachusetts, Wisconsin, Maine, | Lousiana, Michigan, South Carolina, Penn- sylvania, Arkansas, Coonecticut and Florida— | 12; imperfectly ratified by Missour: and Kan- | sas This announcement has naturally led toa great deal of controversy, because it has been geu- erally understood, as stated in the STAR a few weeks since, that twenty-three States had rat- ified the amendment, including Missouri and Kansas, needing only five more to make up the requisite three-fourths. The New York 7ri- bune says that New York (which does not ap- pear im the State Department list) bas ratified, though her Democratic State officers may have withheld the evidence of this fact trom the | State Department. New Hampshire, Nevada. ertainiy ratified, and it was | and Inodiana ba supposed that @innesots, lows, Lilinois, Ne- braska and Alabama had done likewise. 2; rejected by Delaware and Kentucky—z. | Vermont will ratify soon after her Le- | gisiature meets next October; and Rhode Island will do likewise But these, with the errors in Missouri and Kansas corrected, will but swell the list of ratifying Sites to 25, and three more are need- ed, according to our arithmetic, (not four, as stated by the New York Tribune.) 23 being more than three-fourths of 37—the entre num. ber of States. Virginia and Tennessee are | virtually pledged to ratify, but whether, under existing circumstances. either or both will do so is mot certain. In Mississippi and Texas | everything depends on the elections to come otf im those States the last of November. The re- maining States are California, Georgia, Mary- | land, New Jersey, Obio, and Oregon, and the | | question will be decided in Ohio in a few ‘weeks. Qregon is generally counted as for the | amendment. The question is complicated in California by the influx of Asiastics to that State, and so great is the opposition to the Chi. nese that California will probably reject the amendment sooner than make them voters. re?
