Of the first, second and third Series over $20,000,000 are now outstanding, about $8,000,000 of which are of the first and second issue, and it is estimated that six or seven millions of this amount will never be presented for redemption, hence there is an actual deduction of that amount from the pub- lic debt, although the books of the Department do not shew any such decrease.
