' : re ~~ NING STAR. Largest Circulation in the District CROSBY 8S. NOYES........0.Eéiters WASHINGTON OITY: FRIDAY.. ++ AUGUST 20, 1569, ——— S7 READING MATTER ON EVERY Pacs. 6 OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. oo FoR THR ACCOMMODATION OF PERSONS leaving the city during the summer months they can bave Tam Stam mailed to their Address, by ordering the same at the office, for 12 cents per week, for oue week or more. pie Ayers e Sastbentonedt a CHINESE IMMIGRATION. Some of the newspaper wri'ers on this inter- esting topic, start with two mistakes—first, in treating it © an untried experiment—second, im basing their articles on the erroneous view that the Chinese who come to this country are all cemi-barbarrans, fit only for laborers and servant:. Mr. Choy-Chew, the distingaisned Obimere merchant, who lately visited New York, ts a prosperous and enterprising business man of San Francisco, and is bimselt, there- fore, & living contradiction of these fallacies, butadds to the weight of his presence iu our cities such words as these, ia reply to & question concerning the class of People who emigrate here irom China: “There are no classes in that country in the sense you Americans use that term. There Sre different ranks, it is true; bat, taken as 4 whole, the Chinese are essentially democratic, and the ciass of people who come to San Fran- cisco from there are of very varied occupa- tous. In one ship load of Chinese that comes into the bay of that city you will find more variety of manual skill than among any other equal crowd of emigrants. You will find men of ali trades and occupations; but owing to the prejudice against them in California, many of those who could excel 1n cifferent handicrafts, ‘are forced to work as common laborers on the railroads.” Bat we need not ret, his evidence alone. The capacity of the Chinese to achieve a high degree of success in pusiness is not a theory to be demonstrated. They have succeeded even where they bave not had a fair showing—su. ceeded in spite of adverse circumstances. Some of the most properous merchants in San Francisco are Oninese, and, whilst a large majority of persons in all vocations in Califor- mua have failed, none of the Chinese in that State Dave ever failed. The Sandwich Isl. Ands, too, have derived great advantages trom Chinese immigration. The last gen- eration cf~Kanakas, under the combined smfinences of civilization and bad whisky: reauced the country to a condition of idleness, pauperism, and almost starvation. About twelve years ago, however, some ‘Chinese merchants, who visited the islands from San Francisco, concluded to make an experiment in the development ef their re- sources, and commenced the importation ot coolie Iabor as ® substitute for that of the ‘worthless Kanakas. Their enterprise proved ‘So successful, that, at the end of the first year, there were few coolies who were not able to buy up their contracts, and it is stated that some of the wealthiest Chinese merchants now residing there belonged to the gang originally imported. About thirty-five hundred Chinese isborers are at work » and now the Japanese to armve by the ship-load. In the umportant Dutch colony of Java, almost 8 monopoly of manufactures is in the hands of Chinamen, and in the English colony of Singa- pore they con‘rol the estire trade, which Amounts to nearly $35,100,000 in imports, and nearly $300 im exports. In Java and ‘Stwwgapore, as in the Sandwich Islands, they began ## coolies, and ina few years have ac- cumulated enormous fortunes, in spite of cir- cumstances under which people of almost any other nationality would have sunk to, or ree mainec in. a state of utter degradation and misery. To return to Mr. Choy Chew. He being a practical business man, has closely watched the efforts that have been made to reproduce on the Pacific coast the valuable agricultural Products of China, and says if the experiments now making prove successful, his wealthy countrymen will at once enter extensively into this business. He is of opinion that a great mber of bis people will come to this country thin the next few years, and thinks that those who are not wanted in the Golden State ‘Will spread through the rich mineral regions of the Rocky Mountains, Nevada, Montana, and Colorado, and significantly remarks that the Americans will not object if Chinamen make these countries blossom as the rose. Of the scheme to induce Uhinese emigration to the South, he thinks they would not be apt to better their condition much by such a chanze, fearing they would be treated as serfs and re- ceive too little pay for their labor. Une pecu- larity of Bis people, he informs us, is. if the first reports which reach them of iw of their countrymen gone are not of a flattering character, they reject all subsequent invitations, and that, therefore, it will depend altogether upon the Success of the first experiment at the Souh whether more will go there. peti em ‘The cangers of breathing noxious air in pits, wells. sewers, are so well-known that before workmen descend into them they are generally careful to ascertain by the lighted iamp test whether the air 1s pure or not. Bat this test is mot sufficiently accurate. The air may be deleterious and impregnated with sal- phuretted bydrogen gas in such quantities as to overpower the workers. Tne presence of this dangerous gas may be ascertained by lowering into the pit @ piece of white paper saturated ‘With & solution of sugar of lead, or a piece of wood smeared over with white lead. If the color rapidly changes to a browaish hue the Place is not safe ‘The address presented to the National Labor Congress at Phiuladelpbia om Wednesday by the colored Geiegates, and read by Isasc Myers, of Baltimore, asks that the colored workingmen shall have fair play and an equal chance in the various trades, and declares that the white laboring mem have nothing to fear from the colored men. They desire co-operation and harmony among all classes. The colored mea of the mation are stated to be thoroughly op- posed to the repudiation of tbe Bational debr, Snd President Grant is commended as baving Proved bimself the triend of the workingman. oar srercrss Sts Pearsatts Electricity on the railroads in France is taking the piace of human watchfulness. Un many lines there are contrivances where the passing of @ train ts sutomavically announced to neighboring stations. The cars pass over connecting Wires, and the train records itself before and bebind, so that its progress and ap- pearance sre alike indicated. Our railroad companies should adopt some such system ef railroad signals. I: would make travelling by Fail um this country much less hazardous. ‘The Scranton (Pa) Regisier (Democratic) ‘Anticipates that the reselt of a strike among the Irish sod German Democratic yoters of Lazerae county will cause it to be lost te Pacer, the Democratic candidate for Gov. ermor, unless the rupture can be healed.
