Secretary Bout- ‘well has decided that the new building shall be of granite, although strong influence was brought to bear upon bim to build it of mar- bie, which is far more expensive than granite. A NoveL Case UxDER THE INcOME-TAX Law.—The Shaker community of New Leba- nop, Obio, having made the ‘ome return collectively, amounting to *36,00, from which they claim & deduction of $4,000, (1,000 for each member of the community,) the question ‘was submitted to the Commissioner of Internal Revenue as to their right to claim such deduc- tion, the retarn having been made as from one person. The Uorimissioner decided that a de- duction of $1,000 only can be allowed, and not one thousand on each person, as if the returns had been made to the Collector by each indi- vidual. This is a reversal of the old decision, which allowed the deduction on account of each covenanting member of the community. A QuEstion or Naval DisctrLing.—Tne naval court martial which convened at the navy yard to-day for the trial of Surgeon Green, of the United States steamer Nipsic, on & charge of disobedience of orders, attracts more than ordinary attention, as it involves, indirectly, the questions at difference between the line and staff officers of the navy. The specifications of the charge against Surgeon Green allege that he declined to put a satior on.duty who Rad been on the sick list, wi Commander Selfridge, of the Nipsic, ordered him todoso. Emisent counsel has been en- gaged on both sides. The defendant is repre- sented by David Paul Brown, of Philadelphia, and ex-District Attorney Wilson, of this Dis- trict.
