InsesTicR TO Government EMPLoyers.— ‘Weare glad that attention is at ast being called tothe defects in the system of collecting in come axes from Government employees, both im the civil and military service, by which such employees have paid into the Treasury atleast twenty million dollars since the pass- age of the income tax act more than they are legally required to do by the revenue laws. This is done by deducting the income tax from army and navy officers and civil employees at the time of the payment of their monthly sal. aries. without giving them the opportunities which other income tax payers have of making deductions for house rent, losses in business, &c. Itus farther claimed that the wrong, because, as has frequently happened this year, Government employees discharged before completing a year’s work ani before receiving the $1 exempted by law, are un- able to obtain employment for the remainder of the year. They have nevertheless paid the pre rata montbly tax, wher. in fact they are Rot, under the law, required to piy auy tax whatever. DETR OF CoLLEcToR FLYNT .—The Col- lector of Internal Revenne of this District, Horatio S, Flyat, died at $0’clock this morning at his resinence, No. 331 New York avenue, between oth and 10th streets. He Bad been sub- Ject to hemorrhages of the lungs for some years, and was takem with one last Friday, which Prostrated him, but be was not thought to be dangerously il till last night, when he grew suddenly worse. He leaves 8 wite and one child, a little girl of two yenrs. Mr. Flynt was a native of Ohio, and was 47 years of age. He held various positions of trust, mostly in banks or fleancial institutions in bis native State, and came to this city in 1865, to accept the position of Cashier of the First National Bank here.
