Thomson, of Butfalo, N. ¥. This is substan- tially the same lock as heretofore used by the bureau, with two improvements recently made by the patentee. The award is yet to be made by the Co mmissiouer. PosTaL TREATY WITH FRANCE.—The State Department has received a communication from Minister Washburne, at Paris, enclosing & petition signed by several hundred citizens of the United States heretofore and now sojourn- ing im France, asking thatan effort be mada by our government to have the rates of postage between France and the United States reduced to something like the present rates between England and this country. The petition is signed by well-known citizens, such as Park Godwin, of New York, Drexel & Leland, of Philadelphia, &c. Mr. Washburne accompa- nies it by a note signed by himself, making a strong appeal that the suggestion be carried out, The State Department bas sent the pa- pers to the Postmaster General. In the mean- time it may be stated that the Post Utlice Dee partment has commissioned S-nator Ramsey, now im Europe, to accomplish the very pur- pose urged by the petitioners. ‘TRE ¥EW FIPTREN-C8NT NOTRS are in circu- lation to-day, and bear some resemblance to the new ten-cent notes recently issued, though they are nearly an inch longer than the ten- cent notes. In the iett hand upper corner is 8 fine vignette of the head of the Goddess of Lib- erty, with a head-dress some'hing like that on the bronze figure surmounting the Capitol dome. This is surrounded bya wreath with the fasces atthe base. In the rgat band up- per corner are the figures 15 legioly printed. ‘The face bears the words, «Fractional curren. cy, United States; fifteem cents; farpished only by the Assistant Treasarers and designated de- posi ories of the United States.” In the lower margin are the words, Nationa! Bank-Note Company. New York.” The back is green, and bas the figures 15, while the usual rates of ex- change are printed in two segments of a circle, nearly enclosing @ blank space, instead of be- ing printed in the middle of # circalar space, as on other notes. FINAL ADJUSTMENT OF THE FREXeH CADLE DirvicuLTY.—A satistactory arrangement bas been made with Secretary Fish by the officers of the French Cable Company, whereby our government permits the landing of the cable upon American territory. The difficulty arose from the fact that the Frenck government had granted to the company a privileged charter for twenty years, and that under this charter no American cable company could make a ing upon French territory. Tue agent of the French company, after several inter- views with the Secretary of State, agreed to hand over to the State Department a writien document, pledging the company to giveup their exclusive privilege in France, aud toac- cept the future legisiation ot Congress in re- gardto Atlantic telegraphs, Mr. Fisb, baving thus attained Dis object im obliging the com- pany to accept the conditions prescribed, gave the necessary permission to laud the cable at Duxbury, Mass., where it is expected to be by Friday next. Leavenworth, July 19.—The track laying on the Leavenworth, Atchison and North- western railroad was commenced to-day, and will be completed within three weeks, Work will be commenced to-day on the bridge to be built across the Missouri river at this potnt by Mr. John McUartby, who has the contract for building the eastern approaches. DEATH OF MRS. FULTON, OF BALTI- MORE. PHILADBLPHIA, July 20.—Mre. Emily Ful- ton, wife of U. U. Fulton, proprietor of the Baltimore American, died here this morning atter a short illness, while on yisit to some relatives. —-~ore-. THE FAsHiIons.—Sashes have by no means disappeared, through their make alters con- siderably trom time to time. The sentiment was good. but it was very possible Mr. Peters and the Kepablicans o' Second Ward have not sinned against i:, tbonghi a far larger and iore pretentious peo- ple have Mr. Chase warmly defended the action of the colored men and the Republican party of the Second Ward, and endorsed Mr. Peters, who he said was as true as steel. They all depre- cated the riot, but were not going to be dictated to by Democrats and traitors, who Were ‘em - selves responsible tor the rists. Mr. Moore read the proceedings of the Sec- ond Ward Republican meeting, saying that Peters opposed the very moderate resolutions expressing regret for the mots, which were introduced, and the meeting subsequently re- commended him for this very office of Com- missioner of Improvements. Mr. Chase's amendment to proceed to baliot on the nominations (with the exception ot those of undertakers) was agreed to; the mo- tion was adopted, and the board proceeded to ballot upon the nominations separately, when they were all confirmed except those of Messrs Charles H.
