Adjourned. i oa CHANGE oF HouRS aT THE Navy Youn — A change bas been made im the hours of com- mencing labor at the navy yard, which took fect this morning. Tue te. to be ruug at *5 o'clock a. m., at 12 m., 12:15 p.m..and 5 o'clock p.m. The employees at tue yard are opposed tothe change, and intend to memorial- ize the Secretary of thé Navy in order to nave the old system of five hours in the morning and three in the afternoon retained. The empfoyees are also opposed to the manner cf musteriag Hiteen minutes defore the morning and atter- Boon hours, and contend that the spirit of the eight-hour Iaw by this system is not carried out. Under the ten-hour system the bell was Tung for five mivutes previous to7 a. m. and 1p. m., and the men mustered in the Govern- ment time. Under the present system they are mustered five or ten minutes previous tw the time of commencing labor, and in their own time. Tbe evening muster of the workmen is dispensed witb. This the workmen say is a desirable change. Care should be taken to establish such rules in this respect as ‘Will insure justice to the Government, with no unnecessary inconvenience to the working- men.
