EVENING STAR. Largest Circalation in the District CROSBY S. NOYES..........Editer. WASHINGTON OITY: TUESDAY .esses--eee-eeeens JUNE “y 1969, S7 READING MATTER ON BVERY PAGB. SES OUTSIDE FOR INTERESTING TR&LB- GRAPHIC AND OTHER MATTER. The city election yesterday resulted m a greater victory even for the Republicams than che sweeping one indicated when we went to press. Mr. Boswell is elected Collector by nearly 5,000 majority, or nearly double that ever received by ® municipal candids: Wallach, in 1364, was elected Mayor over | Easby by a majority of 2,276. Hall's majority over McNerbapy, for Collector, in 1567, was | It was anticipated that the Repablican majority would reach 2,5. bat that party was early &8 much astomsbed a their opponents that it shovid mount up to the figures realized. The opposition failed not ouly to register, but | siso to vote when registered. The registra. Hon would have allowed them to prt ia some. Bg Over 7,000 votes, number they failed to reach by at least 2,0u0 votes. While such a victory is well caleuiated to anspire the jubilant feelings shown to-day by the Republicans, it womld have been much more satisfactory to all thimkiag members of the psrty bad st pot been marred by the riots +m some of the wards through the attempts of some reckless colored men to prevent voters of their own color from exercising the rizht of suifrage im their own way. It will affora tae most telling argament Against negro suffrage that conid bs placed m the hands of its opponents, that the colored people in the first city where the experiment has been tried wadertake to control the exer- cise of the right by brate force. The system of simvery from which they have just been eman- cipated was not more barbarous and despotic than the slavery they attempt to impose upon the voters of their own color. Phe impression will go abroad that the elec- | tow would bave resulted differently bad the coioted “citizens voters” Deen permitted to des port thew ballots Gamolested, whereas we do wet believe that fifty colored people in the whole city would have voted that way. The police doubtless have the names of the ring- jeaders im these riots and they should not tail ty arrest them, and have them punished to pre- vent the repetition of such scenes. Thisisonly | ‘an act of justice to ths great body of the colored | People of the city who utrerly condemn these outrageous acts. and who should mot be held responsible for the course of the rowdy ele- | ment that beld sway for « time fn the | Second Ward yesterday. in regard to | the attack mpon Stewart it should be stated | that the feeling against him was uadoubtediy greaUly imtensified by his course as sub-con- tractor in failing to psy his men. This, of | courte, afforded po palliation for the action of the mob, but the iact serves to show that the raid upon him was not inspired aitogether by his politics. But enough transpired in the course of the day in the Second and other Wards to show that a body of negroes were determined by physical coercion to prevent any ot their race from voting the Citizens’ neket. ‘Tre New Boarvs.—The election yesterday creates quite a revolution im the composition ot the City Councils. Every member elect of the lower Board 1s Republican, and only one | was a member of the last Board, Mr. A. S. ‘Taylor, of the First Ward. Inthe Aldermen, Carter A. Stewart, Repub- lican, 16 elected for the long term. in place of J. Q. Larman, conservative Republican. D. M. Davis. Republican, takes the place of Jona F. Cook, Republican, elected Rezister. | tm the Second Ward, Wm. H. Chase, Republi- can, succeeds Zaimon Kichards, Kepablican, Appointed Superimiendent of Public Schools. | In the Third Ward, T. C. Connolly. Republi- can, is elected over R. F. Fenwick, Citizens’ | ticket. In the Fourth Ward, M.G. Emery, | Republican, succeeds Asbury Lloyd. In the Fitth Ward. W. H. Slater, Republican, suc | Joha Grinder, Citizens’ ucket. Ia the Ward, Charles Champion, Kepubiican, suc- | (Third Ward.) Moore, (Fourth Ward.) and McCathran, (Sixth Ward.) The Board of Al- | dermen therefore stands eleven Kepabiicans and three Opposition; the Lower Board uu: imously Republican. it « probable that n. Crocker, who has | Proved Bimseif an excellent presiding officer, | ‘will be elected President of the Board of Al- | dermen, and Mr. Taylor or Colonel H. A. Halil President ot the Counc: ‘Tug ELgctions 1m FRaNcE.—As the <etaiis | come in concerning the late electious in France | they serve toshow'yet more conclusively the | gro strength of the opposition to the Em- | pire js opposition, which six years ago had scarcely a skeleton organization beyond the chief centres of population, 1s now an act ve sod strong political party in almost every de- partment: and appears to have cast more than one-third of all the votes. and, among the most powerful aud intelligent constituences, such as Pars. Lyons, ana Marseilles, has uniformly | defeated the candidates of the Government. In | Paris it bas cast tour-fifths of all the votes. Nepc'ron's utmost exertions having availed to r prudent om Bis invor. The number of deputies elected by the op- | Position is twenty-siz—only three more than ia the Chamber jast dissolved. But a majority is required to elect; and in fifty-nine “ciream- scriptions” no candidate bas obtained a m:jor- ry. Im each of these there was bat one Gev- ment candidate: the opposition was divided, | so that the Government has been defeated iu | eighty-five divisions; and if the opposition | should unite im the suppiemeatary elections, as they are striving to do, they will have four times as many delegates as ever before. ‘The progress of the opposition in Paris is Startling. The mumber of electors since 1452 | having imcreased 59,000, the Government has | lost 77,000 votes in Paris, and the opposition | has gained 123,000. At the pretent moment the Government, including its functionaries, its sergeants and its gendarmes, possesses scarcely | @ fourth of the votes in Pari ‘The two leading Republican papers ot Ubi- eago—the Trilume and the Kepublican—bitierly coudemm the second nomination of Mr. J. | Russell Jones as American Minister at Brus. 1 ls. The first named PAper had a dignified | Dut severe half colume article on the sadject ou Satarday;and the last named believes «the popular sentiment in Chicago and the North- ‘West is almost unanimous that the nomination ‘was am improper one in the first instance, and became doubly so upon its repetition.”" sang sae das In the first precinct of the Seventh Ward there were, when the polis closed last night, some fifty oF sixty voters in line, about one. | fourth of whom were colored.
