Washington, it seems, is not the suffering from the “dog nuisance.” 1s thoroughly aroused in consequence of many recent cases of Rydrophobia, and the authori- ves Of that city baye been appealed to, to take some steps for the protection of the citizens ‘The Mayor does not think that he bas any ght to exercise authority in the matter, and &s so imformed the Soard of Health, upon whom he considers that the requisite power devolves. Perhaps he is right, People must bave been convinced by the experiences of the | last winter, if they were not previously, that dogs are dapgerous, not only in bot weather— which is universally conceded—but in cold Weather also, which was never admitted until very recently. A remarkable feature of the bydrophobis which during the winter created so much slarm in New York and other cities was, that the animal, to the biie of which the Victims of the disease traced their malady, in Many c&ses never exhibited symptom: of mad- ness. This showed that the bite of the dog. in certaim conditions of that animal, may commu- nicate a deadly virus, without the dog itseif suffering trom the disease it conveys: or that the person bitten, in order that hydrophobdia shall be developed, must himself be m a pecu- liar state of health; or, turther, that it may be requisite that there shall be in the dog and the Duman being coincident conditions necessary to the appearance of the disease in the latter. No matter what theory shall be adopted, the fact is beyond question that the bite of dogs in Winter, as well as in sammer, is poisonou whether the animal actually labors under hy- drophobia or not. This is now admitted, and Proper precautions should be taken to guard the public against so fearful s maiady as hy. dropbobis. This subject was under consideration in the Alexandria (Va.) City Councils at their inst meeting, and they Rave adopied the mild Preventive measure of a $2.5) tax om each canine. Mr. McKenzie said there must be no discrimination as to the sex of the animal, for according to the assessors’ books there were no female dogs in the city and that to preserve the souls of the people and keep them from lying, the tax om male and temale dogs must be ‘Re same.
