Szoretary Boutwati has sent orders to the Collector of Customs of New York to prevent the sailing of several vessels in violation of the Neutrality law ot April 10, 1815, at the request of the Secretary of State. Complaints were made to the latter officer by the Spanish Min- ister that vessels were fitting out to cruise against Spanish commerce under the letters of marque, and he therefore asked our Govern- Ment to interfere in the matter, which has ac- cordingly been done. FEMALE CLERKS IN THE PATENT OFFicE.— Rooms are now being fitted up on the 9th street front of the Pat-nt Office for the use of the fifty- three female clerks of that Department anthor- ized by law. Heretofore all copying of this office has been given out by the piece to fe- males, and a large number have had empioy- ment on such work, but none were employed im the building. Tae City PosrMasTERsasir.—No appoint- ment has yet been made to the City Post Uffice in place of Col. Alexander, though it is ex- pected that a change will be made in the course of a week. The commission of Z.C. Robbins, Esq., ty that office was made ont and signed by the President a few days since, but before its transmission to Mr. K. a letter of protest was received by tie President, it is stated, from Mayor Bowen, and the commission with- drawn. Mayor Bowen, in this letter, it 1s stated, charged Mr. Robbins with having acted against the Republican party in the late mani- cipal contest, by voting against him for the Mayoralty, and also acting to the detriment of the party while a member of the Board of Reg- istration. The friends of Mr. Robbins say that Mayor Bowen has been misinformed in regard to Mr- Robbins having worked against him, as he voted for him and contributed funds to secure bis election; and they also deny the other alle- gations in regard to Mr. Robbins course in the Registration Board. It is understood that Mr. Robbins has put in an aoswer to the charges to the above effect; but itis not known what course the President will pursue. Thus tar Mayor Bowen has shown himself a pretty formidable adversary, and it by no means im- proves Mr. Robbins chances that the Mayor is enlisted against him.
