Corcoran to- day executed a deed transferring to a board of nine trustees the spacious and beautiful build- ang erected by him several years ago on the corner of Pennsylvania avenue and Seven- teenth street for an Art Depository, (together With the grcund upon which it is situated, and all the back rents due on account of its use and occupancy by the Government,) to be held by them in perpetuity as a Free Picture Gallery for the City of Washington. He has also, in the same generous spirit which prompted the above gift, donated his large and splendid col- lection of pamtings and works of art, valued at many thourands of do!lars, to be placed in the building above Ted to, as a nucleas, it 18 to be hoped, for a still more extensive collec tion, which can hardly fail to grow up under such favorable auspices. The gentlemen named as trustees are Messrs. James M. Carlisle, Dr. J.C. Hall, George W. Riggs, Anthony Hyde, James ©. Mc(éutre, James G. Berret, James C. Kennedy, and Henry D. Cooke, of this city, and William T_ Walters, of Baltimore. The value of the prop- erty transferred to them as above is estimated to be werth at least one million of doliars. In Addition to this, we understand Mr. Corcoran bas intimated that it is bis mmtention to still further increase the gift by an endowment at a future day of three hundred thousand dollars m money, to be devoted to purposes connected ‘witb his present donation. ‘We understand, also, that Mr. August Bel- mont, of New York, who became apprised of his munificent intention, has written to Mr. Corcoran, authorizing the trustees, when they shall have entered upon their trust, to choose from his celebrated collection twelve pictures, which he will thereapon convey to them. to be added to the gallery here, as the « Belmont Contribution.” We congratulate the people of the city of Washingion, and indeed of the country at large, upon this auspicious event. Aside from the pecuniary value of this princely gitt, the grant is made in the broadest and most liberal spirit, with the view of entertaining, iustruct- ing and elevating the people of Mr. Corcoran’s chosen home. When opened to the public. the Gallery bearing his name is certain to be one of the greatest attractions of the National capital. Hanson. 4 Tux Revenve Tax on Forgion Carrrar— Important LETTER OF INsTRUCTIONS.—Sec- retary Boutwell bas jast issued the following letter of instructions to Internal Revenue Omi- cers in relation to the tax on foreign capital, recently referred to in the Stan: TREASURY DEraRTMENT, May 8, 1569.— Unoer the authority conferred upon me by s-c- tion 44 of the act of June 30, 1861, entitled “An act to provide Internal Revenue to support the Government, to pay interest on the public debt, end for other purposes, as amended by the act of July 13, 1866," I herepy prescribe the following additional regulations relating to the refunding of taxes paid to the Government from dividends, interest er profits due to non-resi- dent aliers prior to March 10, 1866: Tn all claims made by banks, companies, or corporations for the retunding of taxes paid by them to the Government from dividends, in- terest or profits due to non-resident aliens prior to March 10, 1-66, and in all claims made directly by non-resident aliens for the refund- ing of such taxes withheld from them by said banks, companies or corporations, the follow- ing evidence in addition to that heretoto.e requirea will be nececsary: Ist.
