It is true Mr. (Crowe was in the military service of the so- called Confederate States Government, but we are assured that be entered it reluctantly, atter | ‘stoutly standing up for the Union to the very Iast, and that be hailed with pleasure the alti- mate triumph of the national caus+. This was | sbown by the prompt, earest and effective | manner in which he tabored for the rebabilita- tiom of bis State im accordance with the pian | Proposed by Congress; and in this way his | friends clsim that he did more for the Union cause, and at really greater risk, than be ever did against it. It is im recognition of taese Services and of the large class of citizens of the Sou: of which he is a type, that the appoint- ‘Ment was urged and made. But there 1s another solution of the matter that the New Yorkers seem to admit with some reluc’Ance, since it foreshadows a permanent loss of trad@ to that city. This is the sucerseful effort of the westera jobbers to establish a direct trade with foreign countries. The result of this movement is becoming more apparenteach season. Asthe trade of thean- terior centres increases, the merchants of the principal distributive markets fiad it profitable to import for thetmrelves. and it is quite evidently, simply a question of time as to when the great cicies of the West, now demanding to be made ports of entry, will distribute most of their umported goods from their own centres instead of paying tribute to the sea-port markets, and the numerous rail- Toads. Many kinds of West Indis, South American, end European productions, which were lately drawn from New York, now seek their destiuation via the Southern ports. The opening of the Pacific Railroad must tend to Tevolutionize the Asiatic trade, causing the goods of Cina and India to resch the Western cities vis San Francisco mstead of New York. To these movements must be added the growth of manufactures in the mterior, and theincreas- ing competition offered by all the old centres of commerce on the Atlantic coast. Portiandand Boston vie with New York for the trade of Canada and the Northwest. Philadelphia and Baltimore contend with ber for the trade of the West and Southwest. Norfolk, with her un- rivalled harbor, my yet be a formidable com- petitor when she opens her direct rail comma- nication with the West and Southwest. New earnestly battling under its folds: and those who bave gone there from other States since the war, and are now thoroughly identified ‘with ber interests. This pian has been par- tially carried out im the appointment of Judge Martin as Sixth Auditor from the first class: and Mr. Crowe from the second; and it is un- derstood that 4 representative of the third will shortly be recommended to the President for some other suitable position at his disposal. Those who Rave given the matter thoughtta) attention hold that such recognition of the com. ponent parts of the loyal element will go far toward buriding up a correct sentiment in the Ste rebellious States snd restoring the era of peace, good feeling and prosperity so much | needed, not only there bat throughout the whole country. Who shall say they are not | right? Richard Grant White, in the current num- ber of that excellent magazine, Tic Galazy, does good service to the public by raising a spirited protest against the tyranny of the school book publishers. It is a notorious fact that afew publishing houses of large resources dictate what shall be school-books used by the youth of the country; and it is a further noto- Fiows fact that their aim is by no means to supply the best books, but those from which they can make the most money. Mr. White gives a case in point -—« One of the trade made @n answer like this to 8 proposition to publish & Short series of school books: «I believe your books are excellent: but supposing that they | areal! you believe them to be, after stereoty- ! ping them 1 should be obliged to spend one hundred thousand dollars and more in intro- ducing them. I am not prepared to do this, and therefore 1 must say No at once.
