SER OUTSIDE FOR INTERESTING TBL’ GRAPHIC AND OTHER MATTER. A Mops. Baest™ ayy 4 BaRNee Mone: ‘There can be no doubt that the American peo- ple dearly Jove to be Bumbugged. if we are the “cutest,” weare certainly the most cul- Hible people in the world; and the worst of it is we submit to be diddied with our eyes wide In view of the “art” abortions already astened upon our Government buildings, it | would seem natural that a wary look-out should be kept by the authorities to protect the mational capital from more monstrosities of the sort. It would seem but ordinary prudence that policemen should be sta- tioned at the different emtrances to the caty With strict orders to seize every bammer coming here with a «model.”’ But nothing ot the sort bas been done. The approcches to the city are left unprotected, and the merciless daubers and plasterers enter at will. Another renowned artist i has arrived. His name ss Bailly—J Bailly. He proposes to do Gien- eral Grant in brass,on a horse. and has re- morselesely fixed upon the southern portico of the Treasury Department as the sile for his brazen incubus. Why the southern portico of tbe Treasury building should be siaglied out by the terrible Bailly is not apparent, but so it is. Mr. Bailly comes from Europe by the way of Boston. He is a Bailly of gumption. He does not propose to sling meited gua-metal for uothing. He will do General Grant, in Brass, om & horse, life size for #15 00: heroic size for $50,(00; amd colossal size for $75,000. He is terribly in earnest, is Bailly. Already he bas effected a lodgement in General Spin- Rer’s room with bis model, and has got some stunning puffs in the papers. Will be get his 975,000! Very likely. We are im the way of purchasing abortions at big prices; and the fact that Mr. Bailly talks broken English will help Bum amazingly witb our “cormoisseurs.” And bis model is really such a remarkable sham that we ought not to miss it in our national collection of “art” humbugs. Many of our citizens will remember having seen it 12 Galt’s widow during the war, only it Sgured then as a model for an equestrian statue of MeUlellan. The « American Napo- teon” went under, but Mr. Bailly, with the in- Getatigable purpose to put somebody in brass and turm an honest penny. mow utilizes his McClean model by substituting Grant's head. dt isthe identical McCletlan model, witn the exception that the head bas been changed and | the McClellan paanch scraped dewn a little | ‘The McClellan shoulders are rather wide for | Grapt, but the artist mgenionsly gets over this | duhculty By making the bead a size or two targer. Thus manipulatea it passes for a true avd undoubted likeness of Gen. Grant on his favorite sted, worthy of being perpetaated B enduring brass at cost of $75,000, more or Bat there is more richness yet in this model. It ssasham built upon asham. The original ‘was designed by Count DUrsay may years ago, asa competitive model for an eques:risa statue to be erected to the Duke of Wellington. ‘The design is familiar to thousands, for it hes appeared for the last twenty yeare as a trade- mark on cigar bexes. Substitute the figare of McClellan for Wellington snd change tne | saddie-trappings, and you have the McClellan | 1 model. Substitute the head of Grant {or McClellan, and you bave the Greet | model. Is not $75,000 cheap for in- | genaity of this sort! The artist has e:- Sayed t give a touch of originality to his Work by throwing the weight from one front Jeg to the other of the Wellington horse, but having evidently not the slightest notion of anstomy has neglected to reverse the muscu- | far action of the fore-shoulders, and has far- ther blundered by failing to reverse the hind legs. The same wantof anatomical knowledge is shown by the clamsiness of the imitation in o:ber respects, whereby the fine mascalar development of the D’Orsay horse ts lost; but these defects serve altogether to Reighten oar admiration of it as. perfect sham and our re- spect for the cheek that demands $75,000 for it. “TEL reRam.”—Mr. Connolly, of the Pateut Office, who was the editor of the old tw; ‘Teirarayh, the Scott paper in this city in i+ ‘Says that he first found the word “telegram” in 4 Mippant paragraph which he copied; but that he at once adopted it asa heading, not perceiv- ing then nor uow that any ingenuity or era- dition could be indicated by its origination, in view of the words monogram, epigram, logo- gram. and many other Greek compounds, Worcester shows it to have originated in the Albany Evening ./ournal, April 6th. 1552, which Was several montus before its use in the Wash- Ingtom paper A corresponden., living in the neighboriood of Seath and M streets, assents to a recent pro- so. To-night we are to have Auber’ Tusts Of the troupe. it has several gems of melody and fine choruses, and should draw a crowded house. ‘We congratulate the teachers of the public schools and colored schools, and the Corpora- Gon laborers, on the prospect of at length get- ting their hardly-earned pay. Both Boards of the City Comnctis finally passed a bill last night, authorizing the Mayor to anticipate the enue of the Corporation to the amouat of ‘S10.0W8, If Eeeessary: And this will no doubt enable him to promptly pay the claimaats above-named the arrearages due them. Siiwee? t our hends, amongst = official, Mr. William S. Dodge, ig zowin He comes here to presentwarious wants of the new Territory and especially sts meed of & civil government. He wa nageee ss wits pack to the progress of Sitka outsuch government. TBe entire water tront of the tewn ts occupied, necessarily, for mili- tary purposes, and merchants can land and ship their goods only by meaus of scows which have to be towed around the wharves, and nearly sround the entire town. It ss estimated thar but for this obstacle, at least $100,000 of addi- ‘onal eapital would have been invested in tha’ | place during the past year. No new Govern - ment buildings would be aveded, as those ceded to us with the Territory are ample fo: all such purposes. ‘The climate of Alaska, it seems, 1s not near so cold as is generally supposed. Atditka, which hes 1,200 miles north of San Francisco, the thermometer never goes below zero; and when Mr. Dodge left that port, on the 234 of January, vegetation bad begun to put om its garb of green. The heaviest and almost the only w which fell there last winter was but one inch deep. Mr. Dodge first went to Sitka in October, is67, haying been sent out by our Government as Specisi Agent and Acting Collector of Cus- toms. Since the transter of the Territory, the fol- lowing described vessels have changed their colors: Four steamers, one ship, two barks: and three brigs; making a total of 3,870 tons" Under the provisions of the treaty, ali vessels on that coast carrying the Russian fiag were entitled to change colors and become American. ‘Since that period, also, the following American vessels have either been built new or have cbanged their port to Sitka: four schooners and two sloops, with a tonnage of 1°5, making the total tonmage of vessels belonging in Sitka har. bor nearly 4,000. The town, or city, of Sitka, the capital of Alaska, is finely located , and bas the best har bor on the Pacific coast, eave that of San Fran- cisco. The place eontains 1,200 inhabitants, and is at present tne largest town in the Ter- ritory. The second in size is Codiac, which bas a population of 600. Immediately after the arrival of Mr. Dodge, in October, 1567, the People of Sitka organized a de facto ci Bove ernment, and in November their first muni- cipal election was held. Mr. Dodge being elect. ed Mayor. The following statistics will fur- nish an idea of the importance of Sitka ina commercial point of view: For the period of eleven months. extending from January 1, 196°, to November 30, 1863; the duties on imports— paid in gold—amout ited to $19,035.10, The total invoiced value of such goods was $63,710. ‘The exports from Sitka, for the same peried— consisting chiefly of furs—amounted to$6i9,40. The statistics of the coastwise trade for the same time show that the domestic ucts shipped from Sitka and other points in America amounted to $122,000.
