CommisstowER DELANO has decided that any d+aler who converts plug tobacco into smoking tobacco, either by cutting, rolling or in any other manner, keeping the same for sale, is thereby constituted a manufacturer, under the law, and must pay tax and give bond as tobacco manafacturers. ADMIRAL Horr reports to the Navy Depart- ment this morning his arrival in the Contoocook at the Southwest Pass on the 6th of March, having left Havana on the 34. He says, after making inquiry he was unable to obtain any information as to the Cuban expedition reported as fitting ont at New Orleans. He wonld return immediately to Hav: Ma. Ricsg, the General Superintendent of the Treasury building, to-day removed fifteen watcbmen and laborers at the Treasury De- partment and appointed new ones to fill the ‘vacancies, making about thirty-five appoint- ments made up tothis time. The watchmen are all white and the laborers colored. No more appointments will be made at present. Mx. W. D. WALLaca is out asa candidate for Congress in the 7th Congressional District of Virginia. We do not guow what his chances are but he wonld undoubtedly prove a ser- viceable representative in the House, owing to his familiarity with the business ot legislation and bis identification with the Republican party, Tux New Porice CommisstongRs.—Messrs. Craigen, Chase, Martagh, Burr, and Ham- link, the new Board of Police Commissioners for this District, have not yet received their commissions, but will probably get them to- morrow or next day, and a special meeting of the Board will then be held for organization. Dr. ©. H. Craigen, of Georgetown, will prob- ably be elected President of the Board, and Wm. J. Murtagh, Esq., be re-elected as Treas- urer. T. A. Lazenby, Esq., will no doubt be re-elected Secretary. GErzraL N. MICHLER, Soperintendent of Public Buildings, on Friday made a requisi- tion upon the Secretary of the Treasury for 000, being the amount appropriated at the last session to refurnish the Executive Man- sion, but the appropriation being in the sundry civil expenses bill, which does not become a law until July next, the appropriatien was not available, hence a bill was passed on Sat- urday making it available now, and it will be immediately expended for new furniture, car- pets, &c., for the Presidential Mansion. ‘THE SBNATE in executive session yesterday ratified the naturalization treaties with Baden. Wurtemburg, Hesse and Belgium, and also the trades-mark treaty with Belgium. The treaty negotiated by General Cushing for a ship ca- Gal across the Isthmus of Barien was discussed for upwards eftwo hours, and the Senate fin- ally adjourned without disposing ot it. Trere ‘was considerable opposition to many of the ar- icles im the treaty, and it is doubtfal whether it wiil be ranfied. TARE SrconD WEEKLY RECEPTION of Mrs. President Grant took place at the Executive Mansion to-day, and lasted from two to four o'clock. A large number of ladies, together with several distinguished gentlemen both in official amd private life, were present, and altogether the affair was an exceedingly Pleasant one. Mre. Grant received her visitors in the “Blue Room,” and was ipported by Mrs. Senator Sherman Mrs. Secretary Fish and Mrs. Attoraey Gen - eral Hoar. She was dressed in rich blue silk, dotted witb white roses, and eiaborately trimmed with white lace, and so scolloped at the bottom as to display a tasteful underskirt striped with lace. Tax Disraict APPOINTMENTS.—It will be seen by the list of nominations given elsewhere that Mr. H. S Flynt is the lucky man who gets the District Collectorship. Mr. Fiynt is ‘well qualified for the position by his business traiming, he having been for some years assistant eashier of the First National Bank. He is from Ohic, and probably had bad the endorsement of Commissioner Delano. Mr. Flynt is a brother-in-law of Mr. H. R Haurlbard, Comptroller of the Currency. He succeeds Mr. Lewis Clephane, and it he makes 4s satisfactory and faithful an officer as Mr. Clephane, nothing more could bs desired. Mr. Benjamin F. Meeds succeeds Mr. P. M. Pear- son as Assessor for this District. Mr. Pear- son bas discharged his duties conscientiously and f.itbfally, bat doubtless bows cheertully to the guillotine that “ cuts down all, both great and small.” Mr. Meeds bas been the capable book-keeper of the Corporation during the administration of Mayor Bow- eb, and by his courtesy and attention to busmess. has won many friends, who be glad to see him promoted. native of Pennna, served in the 6th Wisconsin Regiment for three years as a pri- vate during the rebellion, after which he was for some years aclerk in the Adjutant Gen- eral's Office. Hall for that position, and was himself an applicant for the Collectorship, but by some new deal of the cards at tne last moment, Mr Hall, who was thought sure of the appointment, has been thrown out, and Mr. Meeds gets the place instead of the Col- lectorship. The names sent in for the Levy Court are Alexander Gardner, photegrapher and good. fellow; Mr. DeVere Burr, (reappointed.) and Mr. Wm. H. Tenney, of Georgetown, who takes the place of Mr, James A.
