EVENING STAR. Largest Circalation in the ————————— CROSBY 5. NOYES..,.......Eéitor. WASHINGTON OITY: MONDay. APRIL 5, 1869, S7 READING MATTER ON EVERY PAGE. | SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. —— : THE JUNCTION QUESTION, The Pacific Railroad question comes ap for consideration im the Senate to-day and will probably occupy the attention of that body for most of the day. It seems probable that the jon recommended by the Pacific Railroad COmmittee will be adopted. That Commi'tee reports iu fsvor of empowering tne Presiden to fiz the peimt of junction of the two roads— the Union Pacific and Cearral Pacific. He is | Authorized, if be deems it expedient, to employ | commission of disinterested persons to report | Upon this question, and also as to the condition of the roads, and what means will ' necessary to complete each of said roads to the point of junction a ‘The President is also am amount of subsidy ¢ompletion of the roads according to their ebarter requirements. and if the amount of sab- ‘sidy bonds yet to be issued to either company ‘thorized to withhold 4s insufScient to insure the full completion, he | way make a requisition upon the company for Asufficient amount of bonds already issued, or in bis discretion, of their first mortgage bonds. This seems to beso fair and equitable & mode of dealing with the question at issue, tnat we cannot see how any valid objection can made to it. But the Central Pacific company appear to | dread a tair and impartial test of this sort, and are striving to procure the insertion of a clanse Tecognizing the bogus map—the acceptance of which by the Jobnson administration was so umaccountably procured—as the legally ap- Proved map of the line of the Pacific road. By the recognition of this map the Centra! Pacific ‘Company bope to pre-empt the route on+ han | dred and fifty miles east of the point they have | now reached, in order to compel the Union | Pacific Company to tall back to Ogden, thouzh | the latter Rave already completed the track thirty miles beyond thar point, and have graded the road over seventy miles beyond. or to witn- | @ balf dozen miles of Monument Point, at the head of Salt Lake, the place of junction | Proposed by the Union Pacific Company. This | bogus map, it is shown by eminent engineers, | Who bave been over the ground, is perfectly useless in an engineering point of v Ithas | no topography, no stations, mo courses, no Angles, no scale; nothing by which any line could be identufied with iten the ground. It | does not comply with the requirements of the | Interior Department upon the Union Pacitic | Railread in filing their maps, and its accept. ance was procured by me teat of modera | Tailroad “engmeering,” in direct violauon of the previous instractions of that Department. | Congress, we take it, will decline to endorse msp fixing the poiot of junc- | ity at Ogden, when the Union Pa- | cilic road is already far beyond that point, out Will allow both roads to buildoa until they meet at some proper potat to be settled by tm- t class railroad. | ficient to cause the | | West Virginia, Wesiera Mary: partial umpires. To fix the poi f yuuctioa | this side ot Monument Point would be so man- | ifestly unfair to the great railway system of | the Northwest, which must nee*ssarily radiate | from ;h9t point to Montans, fdano, Portland, (Oregor,) and Puget’s Soaud, (Washingtoa | Territory,) that the whole country is :nterested im prev nling amy map-game of this sort from succeeding. Tue Censvs ov 1-70.—Many people seem | concerned in the adoption of new schemes of | thew owm conception for takinz the censns, and & cotemporary proposes that every inaab- stant shall be required to report tae nativity of parents and grandparents to demonstrate the “infusion” of the Blood of different rac-s. We have not ob--rved anything as yet written upon this subject which did not appear to ig- | B the Lertnre Room of the Medioal Department of { E nd K ate.,) | nore the Iaw upon our statute books, whica has been productive of much better ceasuses than we ever bad before itsenactmeat, and ad- mitiedly superior to those of other couutries. Thi-, as we couceive every one will adm’, being true, why should people, m advance | of any attempt to expose defvc:s Jaw which exists, be pertinacio; posed to thrust crude and illy-digested theories upon Congress, either to uu- settle confidence im that which bas worked well heretofore, or render themselves conspic- | ‘Bous as deficient in that practical know! edge Tequisite to construct or execute I portant a nature Notwithstacdin cecented efforis which were made 19 perf-ct the census law of 1850, it is probable some amend- ments of a practic\l nature might easily be | made toward its improvement, but in view ot their comprehensive character aud the univer- ea! repose. at home and abroad, which has been voamifesed in ‘be gemerai securacy of the twu Inst censuses, 1m Consideration of th» fact tha: they were the only cansuses which w-re taken ‘Within the period specified by law, we ave no | fear that Congress will bs in baste, without | some better reasons than fe been ex pressed, to abrogate good law's or inconsiderately adopt the untried theories of visiouary people. Ta+ census being takem, there will be abuninet time to arrang* the basts of Cougressivaal ap- PoTLcument Rereafter, so that need nut be urged a» a pretext for hasty change. On Saturday we poblished the extraordinary sautemeot ot Twitchell, sentenced to be hanged | © Pb ladelphia for the murderot Ms. Hill, his mOIBer im-law, im Which Be ebarges the crime upoe Bs wile, the daughter of the victim, 2 jedgrs that Be was an aceomphic Notwithstanding the figat bel on Saturday, the Phitadeipbia papers | are uoanimous in disered.tiag the statement at | Der busbagd, and thiek u merely meme to | bis own neck from the rope, and that ner dis:appea-ance was only a part of the plan to give a coloring of truth to the so-called con. | feseion, and that she will, when found, ac- | knowledge the truth; as she bas been cleared of the crime, and cannot again be broaght to | tal, and will willingly aid him to escape, | Her flight was therefore unnecessary, except foreffect. The reasons why Twitcell’s state- | ment are discredited are numerous. In the lirst piace he denied sli knowledge of the mar- der, and this statement is as likely to bea lie as that. Next, Bis clothing was full of biood *pots, #= af from spur ing wounds, while Mrs. ‘Twitchell’s clothing showed no such spots. | | Again, he tefis of « ,uarrel, when the evidence om the trial was to the effect that Mrs. Hill was murdered with the poker while she was Iving om the lounge, probably asleep. Then, too, i: 4s improbable that Mrs. T.would get out of bed to £0 down s*airs to quarrel with her mother, and more tmprobable that he should bear her calls, when nou of the witnesses in the next house Beard apy unusual sounds, The whole thing i# probably « pian to shield Twitchell from Panishment, and may be successiui. ——_—___ A singuiar and significant admission was made recently by & Charleston paper in aa ap- peal in behalf of the Southern Education So- ciety, an association organized to help educate the children of impoveristed soatnera fami- lee. Im the course of the appeal the writer | naively says: | “Let not any suppose, vecause of the 1 increase of the cotton crop, that the neccssy‘y | tor such charitable aid diminished. Ty- | darge plapters are little more prosperous than before. The cotton has been mosily raised on small farms by men who did the work themselves.” | ‘The idea of siding the “iarge Plauters,” who ‘are too proud or too lazy to do ‘heir own work 4s good. We trust contrivatious are flo wing sn rapidly. They must sorely miss West Poin’ | Ss an ecucational institution, and the oss ought to be made vp to them somehow. ~Stne eles a mtd Ex-Prevident Jobpsou addressed over five thourand personsat Knoxville, Tenn+esse, ou Saturdsy. He speaks at Nashville to-morrow cr next day. rc Some of the Northern P*p*rs now have a andipg beading of “Sr 2aGum" in their Wash- éngton column. ae ‘We have Harper's fdzar, for April 17, from J. Shillington, Udeow Building, Bid, Fak & Richardson, (Hudson Tsylor Book S:ore.) | The snnual elec Will take pl s own 5 fe Shares 93:00 20 shares 97200" ‘Tax Uonsacticut Exactios.—To-day the People of Connecticut will choose a Goveraor and other State officers, a Legisiatare, and four members of Congress. The ames of the prin- ¢:pal candidates are as follows:—Repablicans— Governor, Marshall Jewell. For Congress— Ist District, Julius L. Strong; 2d, Stephen W. Kellogg; 34, H. H. Starkweather; 4th, Sidney B. Bresdsley. Democrats—Governor, Jamos E. English. Uongress—James Dizon, Jas. F Babcock, Abiel Converse, Wm. H. Baraum The canvass bas been dull, and neither party bas made any extraordinary exertion or spent much money. At last year's election Gover- nor English beat Mr. Jewell, who is now ran- Ling against bim om the Republican ticket, by 1,764 votes; while in November last, only seven months later, the Republicans carried the State by 341 majority. Though this was due ina great measures to the extraordinary popularity of Gen. Grant, we should not be sarpris-d if Jewell should now retain enough of the pres- tige left Py this great success to beat his Demo- cratic opponent. Of the Congressional districts two only, the Firstand Second, are hotly con- tested. In the First, where the Hoa. James Dixon, lately United Staves Sena- tor, is rupning om the Democratic side, the Republicans are doing their best te beat hum, and with chsnces of sucet In the Secoud, where the Democrats are support. upg the Hon. J. F Babcock, who, like Mr. Dixon, 6 a Repubiican turned Democrat, a schism has appeared in the ranks of the party, and many Irish voters who were counted on &s orthogox have become loud in their hostility te Bsbeock. But asthe Democratic majority io the district was last April and 965 last November, it is doubtful whether the split will serve to de.eat im. In the Third District, Starkweather, the Republican candidate, who | was a member of the last Congress, is sure to be elected; and in the Fourth District the same is true of Barnum, Democrat. The Legisiature is certain to be Republican in both branches. This insures the vote of the State in favor of | the fifteenth amendment to the National Con- stitution.
