i ; : : : | | EVENING STAR. Largest Circulation in the District CROSBY S. NOYES.......... Editor. WASHINGTON OITY: SATURDAY... <++++- APRIL 3, 1969, S7 READING MATTER ON EVERY PAGE. SEB OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. TBE PACIFIC RAILROAD IMBROGLIO We see that some of the leading p:pers of the country are commenting with sey-rity upon the manner in which the public interests are trifled with by great railroad corporations. ‘The idea that the people bave any rights im the premises is quite ignored by the railroad mxg- nates. Our railroad system, instead of being ‘worked in the interest of the great public. and in Debalf of mational progress, is now little more | than a jobbupg concern, in wich the Jim Fiske | of the day sre the roling spirits and run the machine colely to farther their own speculative aims, oF to gratify their private auimosities. ‘This selfish, grasping policy of the railroad cliques, regardle-s of the public interest, is illustrated om a large scale by the action of the Ceptral Pacific Railroad Uompany in uader- Pacific. The country bas followed with intense imterest tbe wonderiully rapid progress west. | ward of the Uniog Paciiic rmilroad, aod had | already begun to count the days when the | great desidera’am would be a'tained of throuch railroad communication with the Pacific coast. But the work is now suddenly brought to @ stand-still by the Ca!ifornia company, who, by ssort of Fisk grab-game, are essay- ing to get possession of some four hundred and thirty miles in advance of their completed | track, im orderto make Ogden the poiat of jaunetion. The Union Pacific Compiny have | already completed their road thirty miles be- | yond Ogden and propose to make Monument | Point, at the head of Sait Lake, the point of ction, that being the great natural connect- ing point in view of the tuture roads diverzing | from it to Montana, to Portlaud Oregon, | Pugnt Sound and elsewhere. But the Ventral Pacific Company, for purposes of their own, had determined, by hook or by crook, to make the connection as far East as Ogden, and fiud- img themselves unuble to compete with | their energetic rivals im road-butiding. they have resorted to lobby tactics Washington, an@ by some legerdemain wortby of the smartest of the New York rail road operaters, procured the acceptance of ai ill-defined map and an illegal tssue of #2,40),- (of bonds im the closing hours of Andrew Jobuson’s admisi-iration. The bonds were is- sued absolutely on the jd of March, the last day of that administration, evidently in the be- Hief that it would not besife to Rave the affair pass the inspection of the incoming ( :binet. ‘Thus the Gen'rat Company expect to cover the ground they covet, not only to delay the completion of the read some months while they batld im this direction, but also \o compel the Union Pactfilc Company to take up some thirty miles of track they have already laid beyond Ogden! This will not suit the American idea of progress, and Congress 1s not at all likely to igdorse such crab-like policy. The opinion of thonghtfel, well-inforjed members of Con- gress, so far as we can bear, is dvcidediy agains: allowiog any hocus-pocus arrangement effected in the last moments of Johnson's ad- ministration to interfere with the progress of this great national work. The Usion Pacific Company are building on legitimately under their charter, to meet the other road. The public are indifferent ss to the pont of janc- tion, but they want that junction to be made as speedily a3 possi die. A Since writicg the above we bear it stated that the Senate Pacific Rasiroad Committee have agreed to report in tavor of authorizing the President to fix the point of junction of the two roads; and, should he deem it expedi- ent, to appoint a board ef disintere-ted civil- igus to report upon the condition of the roads. This seems to bea fair and just solution of the diffenlty. President Grant has himself been over the ground, and is a competent um- pire, in whom both sides can place confidence | ‘That the Senate should not be disposed to take any action concerning the charges of cor- | ruption made agains: Senator Fenton seems uatural aud proper enough, in view of the rule of that bedy not to inquite into the acts of any of tts members before they become con- nected witbit. But bow it can refuse to take worlce of the extraordinary statements made by Senator Sprague the other day is not 6) +asily understood. That gertleman, it will b- Temembered, allezed i one of his recent mem- orabie speeches that of hiv own Kuowledge tue | sum of $10,000 had been offered to tempt an honorable Senator into a particular line ot ac- tion touching 8 certain legis!ative measure be- fore the Senate, and he intimated pretty plain. ly, also, that it Was not unusual to bring cor- Tupt influences to bear in connection with other matters betore that body. | These allegations, one would think, would warrant an investigation, and with the least delay practicable. But, whether one is ordered or not, it is very clearly the | duty of Mr. Sprague—to himself and his | Wrother Seuators, not less than to the country atlarge—to make a specific and complete ex. , posure of the instance to which he referred. In this way only can the atmosphere of which bh complains be cleared up and the public made Acquaitted With the measures requiring such motive power and the persons why propose to Spply it. Let the hooorable and mournful gentleman trom Khode Island speak ouc and tell all be knows on this subject. He can doa great deal more to promote the public good in this way im ten minutes tnan he can in halta dozen of bis hour-long lamentations over the teariul state of the country. If he is in earn- est, Bere is bis opportunity. We beseech him to Wipe his eyes and roll up bis sleeves and go to work. We have heretofore spoken of the advanced po-siom takem by Michigan in the matter of general education. We have now to note nother step bardly less important recently taken by ber Legislature im the passage of an set imposing @ tine of net more than $50 and uot Jess Bau <5 upon any one “who shall in- 5 seationally, without milice, pont or aim any frearm at any other per: o: The discharging | of @ firearm, even when it does not occasion | ipjery, is punished witn fine of $10, and pot | SATUR. tees than one year's imprizoament. It only | Reeds that the pervon at whose hands any one | \ ipjared or killed by such carelessness should be imprisoned for life or bung to effectually break up this foolish and dangerous practice Within the borders of the Peniasular State. Now let the other States follow in her wake ia ‘his matter and there will be fewer “acciden- tal” deaths to * to record in the country. ——$$—_—___ Signor Briguott. It is a fine piece of work, but unfortnnately it is entirely useless until tar termini of K street in Washington and Water street im Georgetown are changed in grade so 8s fo conform to the height of the brides, which bas been elevated sufficiently to allow the fre» Passage of canal beats. The corporation of Georgetown is squabbling over the question of who will pay for raising Wa’er street, when se of the bridge will be daily worth the cost of the work to her merchants, and some of her penny wise city fathers talk of waiting for the Canal Company to raise the street, which that company would do probably some time ia the course of the next decade. Washington is probably waiting for Georgetowa. In the Superior Court of Chicago Thursday, A decision was rendered against the Ratlroad Compsny for damages amounting to $5,0ue.
