No two per- sons, scarcely, can be found who put precisely the same construc'ion upon it. it is a bill to puzzle even the proverbially acute legal gen- temen of Philadelphia, and seems to be the legitimate prodact of a body composed, as Sea- ator Sprague compiairs, over-muchly of law- yers. It provides for the suspension of an officer for long periods; it may be fer a year at | & time; during which he shall bold bis office, indeed, not being removed. and be liable to Tesume its dutres. bat anotber “desig- wated™ by the President, and not holding the office, shal! have all its powers, pertorm all its duties, and receive all its pay and emoluments. This anomaly is, in addition to one not less curiogs, im the original law, which the preseat Dill retains, of an office “in abeyance, without any salary, fees or emoluments attached there- to.” and yet ot which “all the powers aad duties shail be exercised” by some one. ‘The New York papers are ali at sea about it. The Times is the only paper that is quite sure that it Knows that it ts a good thing. Tribune “cammot regard it as model legisis- tion,” “dors not pretend” that the modifics- tions are made in the form it would have pre- ferred, out “rejoices that the vital principle of the Dill bas not beem destroyed,” and «wel- comes the end of strife.” The Post does not ‘eke the bill at all, amd says that the result is preeisely the opposite of that designed—that is tosay, the amended law is so devised as toem- barrass President Grant, or any President who is Dent on administering the laws in their let- ter and spirit; and yet to set no obstacle what. ever before one who is disposed to press his own prerogatives, and who will stoop to evade thelaw. . A President in open conflict with the Senate ‘would easily trample upon every restriction in the bill. He might, oa the day after the Senate adjourns, suspend every important civil officer am the country, until the end of the next ses- stom: @llumg the places wiih men not accept- able to the Senate. He might nominate to the Senate at ite next session only men whom it must reject, amd after their rejection, and upon the adjournment of Uongress, again sus- pend the restored officers, and repinc> his ta- ‘vorites Un the other hand, General Grant, who Promises to administer all laws according to their spurit, will be unable to remove any off- cer, however unfit. He can only suspend him, and nominate asucees-or to the Senate at its next sesmon. SRould the one named by him | not be confirmed by the Senate, the officer -as- pended will be restored by its adjournment, for the suspension continues only uml the end of the next session of the Senate.” A | President who rezards himself a= bound to re- spect the law will not again interfere with an officer whom It has prevented him from remoy- ume to put their work in 8 shape less liable to misconstruction and different interpretations. ‘The New York press think it 1s about time to unite im crying down the lascivious and demoralizing Can-Can, the whole thing baving passed beyond the bounds of common decency.
