IS THERE NO BALM ILEAD: | Hopefulness is usually held to b+ the attri- Date of youth, but in the case of Mr Sprague, of Rhode Island, this does not hold good. Though one of the youngest of the Senators, be is by all odds the most despondent. The | prophet Jeremiah did not wail woto the chosen people in more doleful utterances than does Mr, Sprague to this Universal Yankee Nation. | Every wing is going to the Venerable Nicholas. ers. The galleries snicker like idiots in & house-afire over solemn things. Our judges are Jeffreys. Chaos has come again. ‘There is no peace, North or South. Immigra- tion ts falling off The manufacturers of the East are not earning their salt, and the farmers of the West can’t get the necessaries of life, | Capital preys upon industry, and the bankers are playing bobbs with national affairs. Our social condition is yet worse. Virtue bas stepped out. American society is the most | emoralized on the face of the earth. Sons are seduced. Wives go to the bad. Husbands are done for. The body politic 1s cankered. Tae Presidentis cankered. His financial policy is charne!-house. We are ali on the way to the demnition bow-wows. It is all Wo! Wo! and Bo Whoa! Let us hope, however, that things are not quite co bad as the Senator supposes. All through our political history public men in some blue mood have indulged in similar gleomy vaticinations, but somehow the nation bas al &row bugely, and to make a pretty good liv- ing. Wecan not und Bumber of times within our recollection that the manufacturers have been hopelessly “ruined” by free-trade; or the farmers, oa | the other hand, by a high tariff. Merce, and various other been crusbed and tee-totally done for at short intervals auring this period, but somehow Always «pring up again the next moment, like some irrepressible Jack-in-the-box. And the curious student, looking through the dasty files of the oldest newspapers im our public librarirs, will find them bristling with lamen- tations even more lagubrious over the hopeless decay of public and private virtue than is Sen- ator Sprague in 1-69. It is a pretty decent sort of a world atter all: and Uncle Sem and his big family of boys and girls are really not doing so very badly. Some | fine morning when we get rid of this nas‘y influenza weather, the Senator trom Khode | Island will put on bis cheerful spectacles and ‘Wender that he ever was so dismal. Com- ‘The row smong the police forces im New York, ‘Which grew out of the fact that Capt. John S. Young, cbief of the detective force, received = reward of which no account was rendered to the police commissioners, has resulted in the dismissal of that ocicer trom the force. This proceeding is probably ali right,as far as it foes; but it must bea matter of regret in the winds of right-tuinking people that the matter should have been allowed to drop without any ivestigation into the general subject of re- wards and emoluments received uy aetectiyes and other public guardians. Under all the circumstances, this oversight can bardly tail to give strength to the suspicion entertained ia some quarters that Yeung would not nay: been disturbed bad he bees willing to divide the $16,000 receivea by him for recovering tu« bonds recently stolen froma bank in Mary- land. for we presume nobody pretends. on the ene hand, that detectives do not receive large Sums ¢f money for services rendered or with held im connection with criminal offences, nor, om the otber, that they account to anybody for everything so received. PUTTING ON STYLE—The white occupants of the newsboys” lodging house, an institution established in New York several years since Jor the accommodation of newspoys and others whe bave no bomes, recently demanded the | expulsion of the few colored boys who have for some time past enjoyed its charity, and threatened violence if their wishes were n. comptied with. The presence of a few polic men, however, bad the effect to keep down a disturbance. and the colored boys were allowed to remain, notwithstanding *he threats of their more aristocratic brethren im semi-paaperism In this city the white newsboys stoutly and for s long time successfully xesisied the efforts of the colcred boys to obtaim a foothold in thair business: but the iatter class finally grew too bumerous and too strong, and now prpers are furnished to and sold by ali who desire, with- out regard to race or color. The Richmond Journal says the arrest of | Governor Wells on the cbarge of peing in tel. op10us posses-ion of a letter, or copy of a letter, | written oy Mr. Wiliam H. Samoel, of that city, to Mr. Edgar A. Allan, of Prince Edward, | which letter contained a Proposition to ferma conspiracy for the defat of the nomination | of Governor Wells, by fair means or foul. is only a bit of “political wire-work.” and adds “An open sheet of paper was brought to him, Purporting to be a letter written by Samuei to Allen. He read it, and as it was an exceedingly interesting document, he asked Permission to take a copy of it, which copy he subsequently showrd to Mr. Samuel. Mr. T. A. R. He remarked also that be was a free man, and said if the Constitution ‘Was not rescued from “usurpers"’ in the next two years, it was all op with everyth ng. He said he wished to live and die in Greenville, tbat his public career was ended, and that he should devote the residue of his life to prayer for his country. Saware—Afer our report closed—the Tea- ‘ure-of-office bill bei elt Hose M said the composition of this body was not of such a natare as to permit of their cettling this great manner. He des: ¢ to the gailares) to say a word to the gal- leries, because the other day the Senator from Nevada (Mr. Nyei bad, im replying Addressed bimself to the galleries, a: epresentatives of the Am icaa they wer however, mucao better of the American p-ople, biliments represent any gebce OF ADY more virta» than the gaudily attired masses elsewhere, may well be doubted. ¥ steadily at th galleries aud tarping all around slowly) hav been iodoc'rinated into laughing aud gibvering at everything that is grave aud momentons; into turBing into ridicule all warnings of your danger. You remind me of a jeering idiot in a burning dwelt Mr. S. proceeded to say that there was no re- let in gomg from the dominant party of this cyuntry to the other; it would be jumping out of the frying pan into the fire. Now, as to his Views upon this matter before the Senat-, which he would read, they were not those of sny lawyer or any jucge, but he believed they Were fogical spd con-titutional, He maintained that in the Executive this power was ve-ted, And notin the Legisiature. No manufactory, no workshep in this country could oe carried on fora single day under such a principle as that now sougnt to be enforced by this Senate vpon the President. He (Mr. 5.) had bea a Warm republican; all bissyinpathies and bopes Were for that party. His coutributious for its success bad been greater than that of every otuer Senator on tbis floor put tog-ther. The day siter the firing on Fort Sumter he had sent « batrery of artillery to the fleid at his own ex- id afterwards a regiment. The lvoked to the boy to restore order outof chaos, There was danger then, but he warned them that there was much greater dan. ‘wning up before them now. pFrague here read at considerable length an account of the life and doings of Jeffreys, the smtamous judge. He said that he had read this bistory, and he bad read it with a mean- ing. The condition of this country to-day was not dissimilar to that which existed in Eog- land when this bad man lived. Then despocc owrr used this map to carry out its benests, ‘© have just emerged from a great revolation. Does harmony prevail! bas the olive branch been extended to these people ! are they nut ia chronic revolution? Is there a poor man in tbis country to-day who can go toa court and get justice froma rich man, or is the power of the Government used tor his protection? He intended, it he could, to paint the trae condi- tion of this country’ Bat he had little hope; the apathy which bad crept into every nerve and every vein of this body would prevail an- tu the catastrophe was upon them. Emizra- is almost at a stand-still, your commerce most ruited, and there is not a man on this who can give any reason for it except that re Bot paying specie for our notes; bat the real cause is that capitvlists are speculating Upon the labor of the country; the policy now pursued would soon have them clamoring here for a tariff to protect cotton. The tarmers of the West are producing nothing profitable or by which the wealth of the nation can be en- hanerd. The people willsoon begin to inquire and Will demand to know why, with the most magnificent country, the most fruittal sotl and the fluest climate on the globe, the country is 80 prostrated, so impov-risned. The most dis- as'Tous policy bas been pursued relative to our finsnces—a policy which makes slaves of our people, and which the Senator from Ohio (Mr. Shermsn) himself distrus's. The advice of tue bankers bad been potential in this chamber, and every brsiness man knows that he who deals in money knows no more about the rela- tion of money to other things than they do of ngsef which they never heard. The men Who always failin any other bu day dictating to this body the financial poli which controls us, of which they bo more than if they had never ti deplorable results ‘re the best you can accom plish, how can you dare to take upon yourself the executive functions! He would reserve for a future occasion @ reference to the relations between bimeeif and certain members of this body which would show whetner they were eapable. or the right men to tak» partin the selection of the officers of this government. He had, nowever, not yer spoken of American sociéty of to-day. In bis opinion the tone of it was less virtpons, less moral than that of any other civilized country of the world. It was & perpetual strugzl« of the rich to be richer, and iu this struggle ail virtue was lost. Was it not the fault of our legislation? You stand upon the verge of un avalanche, Upon the brink of an abyss. What fataer, what mother, can let their offspring go outinto tbe world without the greatest tears! What busband can close bis doors with satisfaction? The paralysis which prevails is wonderful. He bad supported the election ot Gen. Grant He believed that he would have the capacity to see through the intricacies by which be was surrounded. He bad listened to every word of his inaugural and watched bis countenauce, apd he Went Away with a sorrowing beart because of the passare im which he said he would protect the public debt, and he saw that cancer on the American body politic had cap- tured Grant. But sill he wonid not yet give up the ship, but would hope that Grant would Tepudiate and spurn this bad advic+, and would turn from it as from a charne!-house Worn be went tothe White House and saw the pressure there upon Grant: when he saw bis anxious tace; when he went tu tne Treasury Departm-nt and saw the memoers of this body and of the other house, all upon the sime errand, he thought what hope can there be for the American people. H+ had a sure remedy for all this—one that wouid rescue the Ameri- cap people from slavery that was impending over them; one that would give them freedom and peace, and the Senate would do well now to address itself to the welfare of the psopie. He knew that he bad spoken words ot truth, and be believed that the composition of this aud the other house was sure to bring on revolu- tion, He boped the Senate would consider that he bad only been actuated by high and honest motives. H» had thonght mach upon this sutyect, almost making bim sick, and ne would conclude with the hope that his words would not be unheeded Mr. Trumbull said the bill was now in such & shape as to retieve the President trom em var- Tassment, and give bim fall power to appoint, in his discretion, faithtul and competent off. cers, while it preserved the principles which underlies the tenure-of-office bill. ‘The bill was then paseed, as follows: Yras—Mesers.
