TSE DISTRICT COMMITTEES. ‘The announcement of the committees for this Instrict, in Congress, is always looked to with ‘more or jess interest bere, though of late years Rot with great hopefulness, from the fact tha: the committees, however well disposed, have, from various causes, utterly failed to secure Beeded legislation for the District. This has been more parti Where the infinitesimal amount of time allott-d | larly the case in the House, | to the District Committee has served to pr-vent | the consideration of any District matter, excep: some trifling thing too insignificant to provoae debate. Without expecting too much, th-refore, from sny Commitiee, we think from the material of the present House District Committee that it may be able to get some of the District business off the hooks where it has hung so long. T! Chbairmas, Hon. Burto: Cook, of Illinois, ‘Sew on the Committee, and is probably unfa- bead, fine legal attainments, and has had much legislative experience, State and National. He | bas been in Washington some years, Raving served in the thirty-ninth, fortietb, and forty- first Congresses, and has thus bad an opportu- nity to see what are the pressing wants of the District community. As Chairman of the Com- mittee on Roads and Canals he has presented bis reports witha perspicuity and intelligenc> that always commended them to the respectful attention of the House. He has the confidence of that body in a marked degree and we @oubt Bot that he wilt be avle to secure favorable ac- tion upon many of the important measures, for the need of which this community is now suf. fering greatly. Mr. Welker, of Ohio, has served on the Com- mittee heretofore, and has brought to the con- sideration of its business mach patient and imteihgent labor. He. too, is greatly respected by bis teliow members, and his opinions have much weight. The other members, with the exception of Mr. Williams, of Indiana, are new upot the Committee. Mr. Williams, like fession. He served in the last Congress, and 1s | & valuable member of the Committee. Mr. Gilfiliso, of Pennsylvania. is serving his first term in Congress, and is also a lawyer by | prefession. Mr. Boles, of Arkansas, studied | and practiced law in that State, and was elected | to the Fortieth and Forty-first Congress. Mr. | Hamulton, who was a member of the last House, has also the advantages of legal training. Mr Cowles, of New York, is serving bis firs: term, Mr. Stone, of the adjoining Congressional Li3- trict of Maryland, 1s well kvown aud much esteemed here personally; and from his know- edge of Dnstrict affairs will be an intelligent member of the Committee. Mr. Kuott, of Ken- tueky, has also spent seme time in Washing- ton, enabling him to get @ good idea of District needs. Senater Sprague seems to hold to the para doxicat idea that lawyers are not the right sort of men to make laws, but legal training is cer- tainly not a bad qualification for District Committeemen, as a large proportion of the bills coming before them require a knowledge of law points for their proper consideration,and some bad blunders have occasionally veen made in District legislation through a want of such knowledge on the part of those fashioning it. ‘The Senate Distric’ constituted. The chairman, Mr. Hamlin, of Maine, can b+ claimed as almost a citizen of Washingtoa. from the number of years he has spent here during his long public career. He was a Rep- resentative im the th and 29th Congresses: ‘was a member of the United States Senate from 1888 to 1857; was re-elected im 1557; presided over the Senate as Vice President from 136! to 7865, and is DOW re-elected to serve until March 3, 175. We nappen to know that this District 1s indebted to bim very materially for much ot the legisiation of the past calcalated to aid in its advancement; aud we believe that his sags- cious and practical mind will devise some Means of affording relief to the District from the discouraging drawbacks to its prosperity under which we now suffer. Senator Sum- Ber, too, amid bis multifarious duties, bas never fasled to give Dis time to the patient con- sideration of District matters. Mr. Rice. of Arkansas; Mr. Harris. of La ; and Mr. Vickers, of Maryland, also served on this committee ia the last Congress. ‘Mr. Pratt, of Indiana, is a new memb: and calculated to give it weight physical as well as mentally, bis avoirdupois being something over two handred pounds, with a beight and frame proportionate. Like his col- league, Mr. Morton, he is a man of energy and foree of character, and will doubtless Prove a valuable accession to the committee.
